SOURCES SOUGHT (NOTICE OF INTENT) The United States Army Engineering and Support Center, Huntsville (CEHNC), 475 Quality Circle, Huntsville AL 35816 is seeking information from industry to assist with the development and planning of a potential follow-on requirement to existing contract W912DY15C0090. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. CEHNC, in support of the Directorate of Public Works (DPW) Headquarters at Fort Bliss, Texas is seeking responses from interested commercial vendors in reply to this Notice of Intent. CEHNC intends to solicit and negotiate a current requirement for non personal Engineering Business Services (EBS) and Geospatial Information System (GIS) support services with a period of performance from 30 September 2019 to 29 March 2020; on a sole source basis under the authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2)(iii)(A), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of a sole source contract modification and such determination shall be made at the sole discretion of the Government. 1. Interested firms having the capabilities necessary to meet or exceed all aspects of attached Performance Work Statement (PWS) should submit a capabilities package. **The Government will not pay for any information submitted by interested business concerns** 2. A cover letter provided for the capabilities package should include: a. Name and address of the company. b. Company's business size status (i.e. OTSB, SB, SDB, WOSB, VOSB, SDVOSB, HUBZone, 8(a)); c. A point-of-contact to include phone number and email address. In addition, please provide affiliate information: parent company, joint venture partners, and potential teaming partners. d. List of all NAICS codes your firm is registered under. 3. Interested contractors should submit at least two (2) project examples that were completed within the last nine (9) years which demonstrate performance of work identical to or similar in nature to that described in the attached PWS. Each project example should contain the following: a. Contract number, organization/agency supported, contract value, description of the performance of work, whether your firm was the prime contractor or subcontractor, percentage of work performed by your firm, and NAICS code associated with project. b. A brief description/narrative of how the project example relates to the services described in the attached PWS. c. A statement indicating that your business will performance at least 50% of the performance of work with your own forces. 4. In addition to the above, the Government requests comments from interested parties to the following questions: a. Would your firm be interested in submitting a proposal considering the short term of the period of performance? If not, why? b. Does your firm have any other comments or suggestions that you would like to share with the Government? The Government does not intend to rank submittals, or provide any reply to interested firms. The PWS scope is determined to be aligned with North American Industry Classification System (NAICS) code 541513, Computer Facilities Management Services. All interested, capable, and responsive contractors are encouraged to reply to this sources sought notice.
