The U. S. Army Corps of Engineers (USACE), Huntsville Center (HNC) plans to issue a Request for Proposal (RFP) for energy management services. The purpose of this acquisition is to award for Red River Army Depot, Texas, a Firm Fixed-price (FFP), Utility Energy Services Contract (UESC) with a period of performance that shall not exceed 25 years. 2. Project is currently called, "Red River Army Depot UESC" 3. A draft Performance Work Statement (PWS) and a draft Data Item Descriptions (DIDs) document have been attached to this synopsis. 4. The selected offeror will be the one whose proposal represents the best value to the Government that may include the following Energy Conservation Measures (ECMs): • Interior and exterior lighting systems upgrades • Renewable energy systems • Boiler improvements • Chiller improvements • Cooling tower upgrades • Motors and drives • HVAC system upgrades • Building envelope improvements • Steam distribution improvements • Industrial process improvements • Water conservation devices • Wash water recycling • Compressed air improvements • Power factor correction • Combined heat and power • Rubber products improvements 5. The Rough Order of Magnitude (ROM) for this UESC is $92 Million. 6. The procurement will be conducted as a full and open competition after exclusion of sources (42 U.S.C. 8256) under NAICS code 541330. The applicable Product Service Code (PSC) for this acquisition is R425. 7. In accordance with 42 U.S.C. Section 8256, utilities that are eligible for a UESC award are only those utilities that provide service to the area in which the requirement exists. 8. The contract type will be Firm Fixed Price (FFP) using FAR 41. 9. A Pre-Proposal Conference will not be held. A Site Visit is anticipated; however, the date is not yet determined. 10.
