W912DY-19-R-0010 Notice Type: Pre-solicitation Notice Synopsis: 1. The U. S. Army Corps of Engineers (USACE), Huntsville Center (HNC) plans to issue a Request for Proposal (RFP) for energy management services. The purpose of this acquisition is to award for Sierra Army Depot (SIAD) Herlong, California, a Firm Fixed-price (FFP), Utility Energy Services Contract (UESC) with a period of performance that shall not exceed 25 years. 2. Project is currently called, "Sierra Army Depot (SIAD) UESC." 3. A draft Performance Work Statement (PWS) and a draft Data Item Descriptions (DIDs) document have been attached to this synopsis. 4. The selected offeror will be the one whose proposal represents the best value to the Government based on the following Energy Conservation Measures (ECMs): • Building envelope solutions, to include Thermal Energy Storage • HVAC-Ground Source Heat Pumps and Evaporative Cooling • Recommissioning • Other Renewable Energy projects as discovered during a site visit energy audit • Energy Efficient Lighting 5. The Rough Order of Magnitude (ROM) for this UESC is $36 Million. 6. The procurement will be conducted as a full and open competition under NAICS code 541330. The applicable Product Service Code (PSC) for this acquisition is R425. 7. In accordance with 42 U.S.C. Section 8256, utilities that are eligible for a UESC award are only those utilities that provide service to the area in which the requirement exists. 8. The contract type will be Firm Fixed Price (FFP) and follow the general procedures of FAR 41. 9. A Pre-Proposal Conference is not applicable to this service requirement. A Site Visit is anticipated; however, the date is not yet determined. 10. The following are estimated key milestones. These are estimated dates only and may change at any time. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. 12. The solicitation and any documents related to this procurement will be available via the internet on the Federal Business Opportunities (FBO) website at the following address: https://www.fbo.gov/. 13. It will be a potential Offeror's responsibility to monitor the FBO site for the release of a solicitation, and to download their own copy of a solicitation, attachments, and amendments. 14.
