It is anticipated that a solicitation will be issued on or about 4 May 2023. The Government will be hosting a Virtual Pre-Proposal Conference on 11 May 2023 @ 10:00 AM Central Standard Time (CST), see Section IV below for additional information. The United States (U.S.) Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC) intends to solicit proposals in support of the Operations and Maintenance Engineering Enhancement (OMEE) program. This pre-solicitation notice is posted to publicize the Government’s intent to issue a solicitation for a Multiple Award Task Order Contract (MATOC) using a full and open competition, with a Small Business Reserve. The proposed MATOC anticipates a period of performance of 84 months, which will consist of a base ordering period of 36 months and two (2), 24 months optional ordering periods. A total shared capacity amongst all awardees for the MATOC is anticipated at $2.35 Billion. Task orders awarded will be firm-fixed-price and may include options. The North American Industry Classification System code is 561210, Facilities Support Services; and Small Business Size Standard is $47M. In Accordance With (IAW) Federal Acquisition Regulation (FAR) 15.304(c)(1)(ii), the Government intends to award a MATOC resulting from the solicitation to each, and all qualifying Offerors. A qualifying Offeror is an Offeror that is determined to be a responsible source, submits a technically acceptable proposal that conforms to the requirements of the solicitation, and the Contracting Officer has no reason to believe they would be likely to offer other than fair and reasonable pricing. Based on historical generations, it is expected that there will be at least four (4) small businesses awarded under the MATOC. The Government intends to make awards(s) without discussions; however, the Government reserves the right to hold discussions if necessary IAW FAR 15.306. The Government reserves the right to make staggered awards. Later awarded contracts will have an initial period of performance that will be less than the full 36 month base period in duration and will end on the same date as all other Offerors which receive a basic MATOC award. Option periods will be the same for all awardees. The Government will not award a contract to an Offeror whose proposal contains a deficiency, as defined in FAR 15.001. A more detailed description of the acquisition strategy will be provided in the solicitation documents. The solicitation will be issued in electronic format only. It is the Offerors responsibility to check https://SAM.gov for any posted amendments to this solicitation. III. DESCRIPTION OF WORK. The purpose of this contract is to provide performance-based Operation and Maintenance (O&M) services at U.S. Government medical (with limited related non-medical) facilities throughout the Contiguous United States to include Alaska, Hawaii, U.S. territories; as well as outside of the United States; to include the Bahrain, Belgium, Cuba (Guantanamo Bay), England, Germany, Country of Georgia, Greece, Japan, Kenya, Korea, Portugal (Lajes, Azores), Singapore, and Thailand. Other foreign jurisdictions outside the Continental United States may be added to the geographic scope of the base MATOC if deemed appropriate after an analysis of relevant statutes and regulations, including the Competition in Contracting Act, and approval of a FAR Part 6 J&A for an out-of-scope change if appropriate, and analysis of international agreement terms between the United States and the respective foreign jurisdiction. The OMEE program provides facilities maintenance and specialized O&M services. The predominance of the work is Service Contract Labor Standards type efforts (formerly known as the Service Contract Act). Wage Rate Requirements (Construction) type efforts (formerly known as the Davis Bacon Act) are also used, as defined in Federal Acquisition Regulation 22.403-1. The objective is to provide services for the Defense Health Agency to include: medical facility operations; scheduled/preventive maintenance, unscheduled/corrective maintenance, and repair of facility systems and equipment; aseptic management; grounds maintenance; pest management; medical equipment maintenance; and other activities associated with O&M, and repair within active inpatient care medical facilities, ambulatory care facilities, business occupancy medical clinics, dental treatment facilities, medical research labs (all Biosafety Levels), veterinary clinics, and medical supporting facilities such as medical storage and warehousing, central utility plants, etc. Some or all these facilities and surrounding grounds comprise the typical military installation medical campus which must be properly maintained in its entirety to support medical patient safety and care or protect critical medical research. Facility systems include all mechanical, electrical, plumbing, architectural, and site systems equipment and components. Typical work may include repair and/or replacement of Heating, Ventilation, and Air Conditioning equipment, generators, fire alarm systems, electrical and lighting systems, medical gas and vacuum systems, windows, doors and flooring, duct cleaning, asbestos abatement/removal/disposal, minor paving, and similar efforts. Anticipated work may also include equipment inventories, medical facility condition assessments, energy studies, identification and or validation of problems/deficiencies, preparation of work plans describing method of correction, actual execution to repair failing medical and related non-medical facility systems and equipment, implementation of automated maintenance management systems (e.g., Defense Medical Logistics Standard Support - Facility Management System), facility management support, corrective maintenance efforts (such as minor repairs and modifications to reconfigure rooms, areas and/or facility systems), and project management. Renovations, construction, and architect-engineer services are not a part of this acquisition. Government medical facility repairs shall conform to the requirements of The Joint Commission Environment of Care Standards, applicable regulations (FAR, Defense Federal Acquisition Regulation Supplements (DFARS), Army Federal Acquisition Regulation Supplements (AFARS)) and other applicable policies. Based on previous generations brand name or equal items have not been applicable to this requirement. However, CEHNC will comply with USACE Engineering and Construction Bulletin 2022-1, Prohibitions In the Use of Brand Name (Or Equal) References in Solicitations, when a need for products with particular characteristics arises at the task order level. These O&M services will consist of those actions required to preserve and maintain government medical and related non-medical real property facilities in such a condition that they may be effectively used for their designated functional purpose. IV. VIRTUAL PRE-PROPOSAL CONFERENCE. Purpose. The Virtual Pre-Proposal Conference is intended to assist industry in understanding the OMEE VII requirements, provide valuable acquisition information, and answer questions for solicitation# W912DY22R0004.
