Red River Army Depot has requested that the Engineering and Support Center Huntsville to use the authorities of 42 USC 8256 Section 546(c) and 10 USC 2913 to acquire a UESC from a servicing utility for the design and implementation of life cycle cost-effective, energy conservation solutions that will meet the unique needs of Red River Army Depot. Prior to implementation of energy conservation measures (ECMs), the selected utility will deliver to the customer a Preliminary Assessment and a detailed Feasibility Study with Priced Proposal, which states the implementation and financing cost. UESC is a commercial service.
