AMENDMENT 01 The purpose of Amendment 01 is to revise the synopsis in response to ProjNet bid inquiries submitted. All changes are identified in bold and highlighted yellow text. However, it is the Offeror's responsibility to review the amendment in its entirety to identify all changes. The submission due date remains unchanged. However, the time is changed to reflect the correct submission time. Submissions are due by 12:00 Noon Central Time, Friday, 31 May 2019. Attachments: Amendment 01 Synopsis RTLP A-E ProjNet bid inquires and Government responses entitled, RTLP A-E Q&As SYNOPSIS This acquisition is being procured In Accordance With (IAW) the 40 United States Code (U.S.C) Chapter 1101 - 1104, Selection of Architects and Engineers Statute (SAES) (commonly known as the Brooks Act) as implemented per the Federal Acquisition Regulation (FAR) Sub Part 36.6, Sub Part 236.6 of the Defense Acquisition Regulations Supplement (DFARS) and Sub Part 5136.6 of the Army Acquisition Regulation Supplement (AFARS); the USACE Acquisition Instructions (UAI); and Engineering Pamphlet (EP) 715-1-7 Architect-Engineer Contracting in USACE. The objective of this Indefinite Delivery Contract (IDC) is to provide A-E design services, from initial site investigation through engineering services during construction, to support various Army, Army Reserve, National Guard and Marine Corps installations and design projects to CEHNC, other Corps of Engineers district offices, or other federal agencies for the Range Training and Land Program (RTLP). IAW FAR 52.236-23 -- Responsibility of the A-E Firm, the A-E firm shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings, specifications, and other services furnished by the firm under this contract. The firm shall, without additional compensation, correct or revise any errors or deficiencies in its designs, drawings, specifications, and other services. In order to accomplish the objective above, U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville (CEHNC) proposes to award an unrestricted competitive procurement. A target of four (4) to six (6) contract awards are contemplated, with a shared capacity of $45M over five (5) years; however, the Government reserves the right to award more or no contract at all. Work will be issued by negotiated firm-fixed-price task orders. The resultant contracts will have a twenty-four (24) month base ordering period and three (3) twelve (12) month optional ordering periods. The Government's minimum obligation shall not exceed the minimum guarantee of $2,500.00 for the life of each contract. The North American Industrial Classification System (NAICS) code is 541330, Engineering Services. This approach is intended to satisfy the requirements of DFARS 219.502-1(2) and DFARS 219.502-2(a) (iii). If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is not required with this submittal, but will be required with the Request for Price Proposal (RFPP) of the firm selected for negotiations. The evaluation board will conduct initial evaluations of qualifications for two separate groups: large businesses and small businesses. All firms will be evaluated against the same primary and secondary selection criteria; however, the small businesses will be ranked separately from the large businesses. Small businesses shall be considered first for task orders valued at $400k or less and will be awarded the task order only if the risk is low based upon an examination of their specific capabilities. To be eligible for contract award, the submitting A-E firm must be registered in the System for Award Management (SAM) and have the professional qualifications necessary for satisfactory performance of the required services.
