This is a SOURCES SOUGHT notice. The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 541330 (Engineering Services). The small business size standard is $15.0 Million. This sources sought is for market research purposes only and IS NOT A REQUEST FOR A STANDARD FORM 330 OR A REQUEST FOR PRICE Proposal (RFP). The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. CONTRACT INFORMATION. The U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville is seeking capability statements from firms interested in proposing on an Indefinite Delivery type service contract for Architect-Engineer (AE) design services in support of the Ballistic Missile Defense Program Mandatory Center of Expertise (MD-MCX) and its customers. Any contracts awarded are being procured in accordance with the Qualifications Base Selection (QBS) formerly known as the Brooks A-E Act as implemented in FAR Subpart 36.6 and Engineering Pamphlet (EP) 715-1-7. The MD-MCX supports new and rehabilitation designs of tactical, tactical support; non-tactical facilities including missile control buildings, industrial workshops, power plants, communications facilities, assembly buildings, administration buildings, and various other facilities; new and rehab road work, utility work, and building systems work. The U.S. Army Corps of Engineers; Engineering and Support Center, Huntsville anticipate an Architect- Engineer Indefinite Delivery Contract (IDC), with a twenty four (24) month base period and three (3) twelve (12) month option periods; for a five (5) year total ordering period for the contract with an estimated program value of $249M. PROJECT INFORMATION. The objective of this contract is to provide technical support for designs in support of new and existing facilities/sites, including facility/sites ancillary structures, to further the deployment of the Missile Defense Programs for the Government. Specific A-E Services requirements are expected to include, but will not be limited to the preparation of design criteria, architectural and engineering designs, specifications, design-related analyses and studies, economic analyses and cost estimates for missile launch, radar, test and evaluation, administrative and training facilities. Additional support may include environmental documentation, permits, special studies, and other environmental activities as required by federal, state and local laws and regulations; feasibility studies, other studies, geotechnical investigations and topographical mapping services, programmatic support services, manuals, as-built drawings, and engineering and design support during construction. The Contract is in support of missile defense programs and divisions served by the MD-MCX in the United States, Territories and possessions and other Missile Defense Installations. A-E services may also be required to support missile defense in the following geographic areas: USACE Transatlantic Division (TAD), North Atlantic Division (NAD), and Pacific Ocean Division (POD) such as Europe, Asia and Australia. MINIMUM REQUIREMENTS OF SOURCES. Potential sources for performance of the support services shall be fully qualified in providing A-E services related to pre-design engineering studies and design of tactical and tactical support facilities for missile defense weapons systems. If no experience or capabilities are associated with a particular requirement, please indicate. The potential sources must demonstrate in their response to this sources sought that they have the capability to perform the following: 1. The contractor shall have established a satisfactory record of completion of similar contracts and will demonstrate sufficient equipment, personnel, organizational, financial, and technical capability to ensure satisfactory completion of the contract. 2. The contractor will have at the time of submission a facility secret clearance and approval to store and process classified material in accordance with Executive Order #13526 and the ability to obtain employee secret clearances. 3. The contractor shall demonstrate experience in design of facilities and ancillary structures for the assembly, preparation, handling and storage of missiles. 4. The contractor shall demonstrate the capability to provide architectural and engineering disciplines necessary (Architecture, Mechanical, Structural, Civil, Electrical, Power, Fire Protection, Geotechnical, Seismic, and Cost) to design multiple $50 million plus construction cost (CC) military construction projects concurrently for construction in multiple and diverse geographic locations. 5. The contractor shall demonstrate the ability to design critical defense facilities and develop Failure Mode Effects Criticality Analysis (FMECA), and Reliability, Availability and Maintainability (RAM) analyses. 6. The contractor shall demonstrate knowledge and experience incorporating High-Altitude Electromagnetic Pulse (HEMP) and Electromagnetic Interference (EMI) protection in the design of facilities. 7. The contractor shall demonstrate knowledge and experience designing facilities that will be located in areas of high seismic activity according to current Unified Facilities Criteria (UFC) requirements. 8. The contractor shall demonstrate knowledge of explosive safety and blast effects and prior experience designing facilities to accommodate explosive environments to include preparing submittals to the Department of Defense Explosive Safety Board (DDESB). 9. The contractor shall demonstrate ability and experience to design facilities to operate in harsh environmental areas such as corrosive conditions, arid environments and in areas of extremes in temperature and humidity such as encountered in the arctic and the tropics. 10. The contractor shall demonstrate knowledge of electronic and physical security design including but not limited to miscellaneous security studies, access/entry control, site security, antiterrorism protection, and design to protect facilities against Chemical, Biological, and Radiological (CBR) agents.
