The U.S. Army Corps of Engineers, Seattle District, intends to issue a firm-fixed-price sole-source purchase order to Upstream Tech for commercial hydrologic and meteorological forecasting services supporting Water Management missions in the Green, White/Puyallup, and Kootenai River basins. The services support reservoir regulation, seasonal water supply forecasting, dam safety, and real-time emergency flood-fighting operations through high-resolution, basin-specific forecast data feeds integrated with CWMS. The Government determined Upstream Tech is the only source capable of providing the required services without unacceptable disruption, mission risk, and substantial duplication of cost. A transition to an alternative vendor would require an estimated 12 to 18 months to develop, calibrate, and validate new models. This notice is not a request for competitive quotes; capability information will be used primarily for market research to assess the feasibility of competition for future requirements.
