USACE at Libby Dam is modernizing Main Unit Governors on five units by replacing pressure switches with pressure transducers and procuring specialized governor control programming, PLC/HMI development, and commissioning support. The requirement is turnkey, with the contractor fully responsible for understanding existing system logic and delivering a functional updated programming solution without Government technical assistance. Work will be performed on a rolling outage basis as units become available, spanning from Contract Award Date through August 30, 2027. Tasks 1 and 3 are remote at the contractor’s facility, while Task 2 is on-site commissioning at the Libby Dam Project, 17155 Hwy 37, Libby, MT 59923-9703. Offerors must provide a Firm-Fixed-Price quote for all CLINs, and incomplete quotes will be ineligible for award.
