CJD National Pollutant Discharge Elimination System (NPDES) Laboratory Services - Base plus 4 Option Years

The U.S. Army Corps of Engineers, Seattle District, seeks an accredited laboratory for NPDES analytical services for Oil and Grease at the Chief Joseph Dam Project in Bridgeport, WA, with the laboratory required to be within 200 road miles of Bridgeport. The contract includes a base year from 01 Nov 2026 through 31 Oct 2027 and four option years through 31 Oct 2031, exercised at the Government’s discretion, with an anticipated 540 samples per year and only actual quantities invoiced. The laboratory must hold NELAP or Washington State Department of Ecology accreditation, or subcontract with an accredited laboratory, and must provide sample bottles, coolers, supplies, and routine pickup/delivery. Corps personnel will conduct all sampling and packaging, while the contractor must use approved 40 CFR part 136 methods and provide electronic Level II QC reports within 10 business days of sample receipt. Shipping/delivery service is required Monday–Thursday, 6:30 a.m.–4:30 p.m. PST, excluding federal holidays, using 2-day ground expedited delivery to maintain sample temperature.
