The Government intends to issue a best-value, firm-fixed-price construction contract, set aside entirely for small businesses, to replace aging 480V station-service equipment (SQ1, SQ3, DSQ1, and DSQ2) at Chief Joseph Dam. The scope includes switchgear, switchboards, transformers, feeder and control cables, panelboards, controls, temporary power, testing, commissioning, training, manuals, spare parts, record drawings, and automatic transfer of the DSQ1 and DSQ2 mains and tie in a double-ended substation arrangement. The contractor must maintain facility operations and coordinate temporary power, planned outages, switching, and staged cutovers during construction. The estimated construction magnitude is between $5,000,000 and $10,000,000, with a contract performance period of 1,000 calendar days after receipt of the Notice to Proceed.
