Presolicitation Notice/Synopsis for the upcoming Effort IAW FAR 36.213-3 Invitation for Bids. This presolicitation/synopsis is a notification to the industry for an upcoming solicitation for the MMD 9FT Tunnel Steel Liner Repair. Please reference Statement of Work for more details. Proposal submissions are not required at this time. A formal solicitation notice to submit proposals will be posted at a later date. This requirement will be a small business set aside. The Government is open to questions or concerns from the industry related to this notice. All questions are due 08 Octobert 2025 at 11AM PST. (1) Describe the proposed work in sufficient detail to disclose the nature and volume of work (in terms of physical characteristics and estimated price range); Provide all shop drawings, as-built drawings, equipment, supplies, labor, facilities, tools, materials, and supervision and perform all work in strict accordance with this Statement of Work, the contract and specifications, all Federal, State and Local codes and regulations, and all applicable industry standards to: Restore the steel the liner at the Mud Mountain Dam 9’ tunnel inlet, specifically from the bellmouth to the steel transition ramp in accordance with these specifications. The magnitude of construction for the anticipated contract is estimated to be between $1,000,000.00 and $5,000,000.00. (2) State the location of the work; The work will be performed on Mud Mountain Dam Enumclaw, Washington 98022. (3) Include tentative dates for issuing invitations, opening bids, and completing contract performance; Solicitation W912DW26BA002 is expected to be available on the Government Point of Entry, https://sam.gov , no later than October 15, 2025. The Period of Performance is expected to be 300 days from date of Notice to Proceed. Exact Period of Performance will be provided in the solicitation. (4) State where plans will be available for inspection without charge; All plans and attachment will be included with the solicitation. No charge. (5) Specify a date by which requests for the invitation for bids should be submitted; Solicitation closing date, and opening of bids, is expected to occur on November 19, 2025. Exact time/ date will be provided in the solicitation. (6) State whether award is restricted to small businesses; This solicitation will be a Small Business Total Set-Aside. Only bids from Small Businesses will be considered.
