*****Amendment 0002 to Invitation for Bids (IFB) No. W912DW25BA012 for project titled, "Replace HVAC System & Controls, Building J00567," on Joint Base Lewis-McChord, WA, is hereby issued to accomplish the following: (a) Incorporate Section 00 00 00 - Procurement and Contracting Requirements. Section 00 00 00 revises the bid due date from 10:00 AM local time on 16 SEP 2025 TO 1:00 PM local time on 18 SEP 2025. (b) Incorporate a revised SF1442, which replaces and supersedes the SF1442 issued with the original solicitation. The revised SF1442 reflects the new bid due date of 1:00 PM local time on 18 SEP 2025. Bidders shall use the revised SF1442 issued with this amendment when submitting their bids. (c) Replace in its entirety Section 00 10 00 - Table of Contents issued under Amendment 0001 with the enclosed, revised Section 00 10 00 - Table of Contents. This revised Table of Contents reflects the incorporation of a revised SF1442, the incorporation of a revised Statement of Work, and the incorporation of an updated Davis Bacon Wage Determination. Changes are indicated in blue font. (d) Replace in its entirety the Statement of Work dated August 27, 2025, issued under Amendment 0001 with the enclosed, revised Statement of Work dated September 11, 2025. This revised Statement of Work incorporates paragraph 1.4.1.1.a.3 and its associated subparagraph, incorporates paragraph 1.4.1.1.e.3, incorporates paragraph 1.4.1.1.i and its associated subparagraphs, incorporates paragraph 1.4.1.2.b.5, incorporates paragraph 1.4.1.3.e.1.d, incorporates paragraph 8.1.1.4 and its associated subparagraph, and incorporates paragraph 8.8.3.4. Revisions to the Statement of Work are indicated in blue font. (e) Replace in its entirety the Davis Bacon Wage Determination issued under Amendment 0001 titled "(c) CE0965_00 73 00_Davis Bacon Wage Det_WA20250111_Mod10_29AUG25" with the current Davis Bacon Wage Determination "(c) CE0965_00 73 00_Davis Bacon Wage Det_WA20250111_Mod12_12SEP25". (b) Replace in its entirety the Statement of Work dated August 8, 2025 from the original solicitation with the enclosed, revised Statement of Work dated August 27, 2025. This revised Statement of Work incorporates paragraph 1.3.2.2, incorporates paragraph 1.4.1.1.h, reflects the addition of mechanical asbuilts in the table at paragraph 3.2.1, revises the language and deletes the table at paragraph 4.2.1 to prevent inconsistences with the Table of Contents in the specifications package, and incorporates paragraph 8.12.5. Revisions to the Statement of Work are highlighted in red font. (c) Replace in its entirety the Davis Bacon Wage Determination from the original solicitation titled "(c)_CE0965_00 73 00_Davis Bacon Wage Det_WA20250111_Mod8_15AUG25" with the current Davis Bacon Wage Determination "(c)_CE0965_00 73 00_Davis Bacon Wage Det_WA20250111_Mod10_29AUG25". (d) Replace in its entirety the specifications package from the original solicitation titled "(e) CE0965_BJ00567_Specs1" with a revised specifications package titled "(e) CE0965_BJ00567_Specs1_Rev1_25AUG25." This revised specifications package addresses inconsistencies found in the Specifications Table of Contents and adds clarifying language on page three of the Specifications Table of Contents. (e) Provide a Mechanical As Builts package titled "CE0965_Mechanical As Builts" for bidder information purposes. (f) Provide the site visit sign-in sheet from the site visit which was conducted on 25 August 2025.***** Invitation for Bids for an anticipated firm-fixed-price (FFP) contract to repair the HVAC and Direct Digital Controls (DDC) for Building J00567 on McChord Field, Joint Base Lewis-McChord (JBLM), WA. The project will deliver a fully functional, energy-efficient HVAC system with integrated DDC and network connectivity, supporting remote monitoring and compliance with JBLM and Unified Facilities Criteria (UFC) standards. The contractor shall provide all labor, materials, equipment, and supervision necessary to: (1) demolish and replace the existing HVAC and steam systems in accordance with the construction documents; (2) phase work in 25% sections to maintain conditioned space and facilitate occupant relocation during construction; (3) install new HVAC units, ductwork, and perform testing and balancing to verify performance; (4) implement a BACnet-based DDC system with Java Application Control Engine (JACE) controllers connected to the JBLM network; and (5) install a fiber optic line, network switch, and uninterrupted power supply to support the Enterprise Energy Data Reporting System (EEDRS), including NEMA-rated components where required.
