All questions regarding this Synopsis should be submitted in writing via email to the Contract Specialist as noted below. It has been determined that competition for this project will be limited to small business assigned NAICS code. Other than small business firms are deemed ineligible to submit offers. The U.S. Army Corps of Engineers (USACE) - Seattle District is anticipating a Design-Bid-Build solicitation for a Dining Facility (DFAC), and associated utilities, infrastructure and site improvements at Yakima Training Center (YTC), WA. The period of performance is anticipated to be 540 days. The DFAC will serve 200 people, with the size of 4,825 gross square feet. The facility will be constructed to meet industry standards, as well as all local, State, and Federal building codes and additional Antiterrorism Force Protection (ATFP). Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance as per ASA(IE&E). The facilities will be accessible for individuals with disabilities. The construction cost of this project will be subject to the disclosure of the magnitude of construction project, Federal Acquisition Regulation (FAR) 36.204, between $5,000,000 and $10,000,000. The NAICS code for this project is 236220 with a small business size standard of $45.0M. It is anticipated that this procurement will use the Best Value Trade-Off procurement process. Request for Proposal (RFP) W912DW-24-R-0003 will result in the award of a single Firm Fixed Price contract. Project specifications or their location will be posted with the RFP. The date which proposals are to be submitted will be annotated on the RFP. Firms will be required to submit their proposal electronically through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. For PIEE registration, training and instruction for posting an offer, refer to http://piee.eb.mil/. Note: There are two vendor roles (Proposal Manager, Proposal View Only) for PIEE Solicitation Module. The Proposal Manager role is required to submit an offer to a solicitation. Please be advised that when using the PlEE Solicitation Module, the user's email address in PIEE must match the email address on file in SAM.gov. No CDs or hard copies of the RFP or associated documents will be made available. Interested parties are responsible for checking the reference site for any updates to this Notice.
