This is a SOURCES SOUGHT ANNOUNCEMENT and is for informational and market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The proposed action will be a construction project with a firm-fixed price contract. The type of solicitation to be issued will depend upon information received in response to this sources- sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources-sought announcement or any follow-up information . Responses to this sources-sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. The purpose of this sources sought announcement is to gain knowledge of potentially qualified Small Business, 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, and HUBZone contractor sources; as well as their size classifications relative to the NAICS code 237990, PSC code Y1PZ, and Small Business Size Standard $39.5 million. Depending upon the responses associated with the business categories listed above, the solicitation will either be set aside in one of those categories or be issued as unrestricted and open to both small and large businesses. After review of the responses to this announcement and if the Government still plans to proceed with this project; a separate solicitation announcement will be published on Beta.Sam.Gov. Responses to this announcement are not an adequate response to any future solicitation announcement. PROJECT DETAILS: Chief Joseph Dam Upstream Spillway Monolith Sealing, Bridgeport, Washington. Chief Joseph Dam is located on the Columbia River, 51 river miles downstream from Grand Coulee Dam, near Bridgeport, Washington. The Seattle District is looking for interest and technical information from the contractor community for input and assistance with this critical infrastructure repair. WORK SUMMARY: The work includes drilling and installation of six waterstops at three locations and incidental related work. In general, USACE is looking for qualified firms to complete this work. The general scope applicable to all locations is listed below. Drill along each spillway monolith joint at a 1:20 angle within a continuously measured tolerance of 0.1o. USACE requires alignment measurement with downhole survey equipment capable of 0.1o accuracy within a 95 percent confidence interval. Install hydrophilic sealant material in the drilled hole. NOTE: Each drilling location will have a unique set of challenges related to the area NOTE: Holes outside the specified tolerances cannot be abandoned and re-drilled due to extreme drilling location constraints. SPILLWAY OVERFLOW SECTION: Drill and install hydrophilic waterstop material at spillway monoliths joints 11/12, 15/16, 17/18, and 18/19 according to these requirements. Drill each hole at a 1:20 angle of to a maximum approximately 162-foot depth. See original Construction Plate 41, which shows that the center line of the 8-inch joint drains located 10-feet from the upstream face of the dam. Therefore, the upstream edge of a drain is theoretically nine-feet, eight-inches from the upstream face. The upstream copper waterstop is one-foot, six-inches from the drain center, so it is eight-feet, six-inches from the upstream face. The drill will follow the joint at the specified angle and not approach closer than 18-inches to either the upstream face or the vertical joint drain. Drilling vertically cannot accomplish these required borehole distances between upstream face and the vertical joint drain. Complete each boring from the spillway ogee behind the bulkhead. This requires special construction access and drilling platform in the ogee. NOTE: The stoplog slot is shown on Reference Drawing E-51-11-28, Plate 47. The edge of slot is seven-feet, six-inches from center line of dam. The joint drain dimensions are not shown on the reference drawing, however, are estimated to be six feet to the center of the drain, or four-feet, six-inches to the upstream waterstop around the drain. NOTE: Drilling from the spillway roadway or in-water from the upstream side of the dam is not allowed. NOTE: The spillway ogee crest is located at elevation 901.5 feet (NGVD29) and normal reservoir elevations range from 950 to 956 feet (NGVD29). NOTE: Water pressures in the drilled hole should be expected at a similar elevation to the reservoir. NOTE: All work on the spillway shall occur only during non-spill season. SPILLWAY NONOVERFLOW SECTION: Drill and install one hydrophilic waterstop located at non-overflow monolith joint 27/28 according to these requirements. Drill the hole at a 1:20 angle of to a maximum approximately 115-foot depth. See Reference Drawing Original Construction Sheet 38 and Reference Drawing Pool Raise Plate 18, which show the center line of the eight-inch joint drains is five-feet from the upstream face of the dam. Therefore, the upstream edge of the drain is theoretically four-feet, eight-inches from the upstream face. The upstream copper waterstop is one-foot, six-inches from the drain center, so it is three-feet, six-inches from the upstream face. NOTE: This is less than half the distance in the overflow section. The drain is vertical from the top to elev. 930, then follows upstream sloping face. The drill will follow the joint at the specified angle and not approach closer than 18-inches to either the upstream face or the vertical joint drain. NOTE: Complete all work from the roadway. NOTE: Complete any additional concrete excavation at the top of the monolith to avoid intersecting the existing joint drain. NOTE: This work can be completed during spill season. CLOSURE MONOLITH SECTION: Drill and install one hydrophilic waterstop located at closure monolith joint C2/3 according to the requirements below. Drill the vertical hole to an approximate maximum 125 feet. See Reference Drawing Original Construction CJP-2-4-0/13. The upstream face is vertical until elevation 905 feet, then slopes at an angle of 1:20. There are 2 rubber waterstops, at 3-feet and four-feet, six-inches from the upstream face. The new waterstop will be installed between the upstream waterstop and dam face, but not approach closer than 18-inches from the dam face. The waterstop can be drilled through below elevation 905 feet. NOTE: Complete all work from the roadway. NOTE: This work can be completed during spill season. NOTE: All dam operations will continue during work under this Contract. Expected magnitude of construction is between $5 million and $10 million.
