The US Army Corps of Engineers (USACE), Seattle District, is seeking interested business sources for a Sustainment, Restoration and Modernization (SRM) project entitled: “JBLM Repair Airfield F&R Station J00006 at Joint Base Lewis-McChord (JBLM), Washington.” The USACE, Seattle District, intends to award a firm-fixed price contract for a Design-Build repair and construction project. The USACE intends to award this project in fiscal year (FY) 2020. The purpose of this project is to provide operational readiness for the McChord Airfield Fire and Rescue Station building J00006. The Airfield Fire and Rescue Station was constructed in 1951 and has had seven additions and numerous cosmetic and stopgap repairs and renovations. The building has increased in size from 13,968 square feet to 27,014 square feet and it is still not adequate in size to meet the mission requirements. There are ongoing issues with water leaks, moisture and mold in the facility that have created health concerns for the users. This project will bring the facility's systems and building components up to the current codes and standards for this Facility Category Code. The scope of this project includes repairing the roof, roof gutters, repairing basement foundation leaks, seismic bracing of basement foundation, exterior building cladding, windows and doors, interior wall components, ceiling components, floor covering, heating, air conditioning, room ventilation, water supply system, fire sprinkler system, sewage drainage system, water heating system, electrical system, interior lighting, emergency generators, and vehicle exhaust gas ventilation system in garage, abating asbestos and mold, and site work within 5 feet of the building perimeter. The building foundation and load bearing walls will be retained. In addition, it is anticipated that the Contractor will be responsible to provide four (4) re-locatable structures/shelters that can house Fire Fighting equipment with the following Dimensions (12'x40'x14'/W x L x H) as part of the project swing space. The re-locatable structures must protect the equipment from outside elements and maintain a minimum internal temperature greater than 33 degrees F. The structures must be installed prior to the Repair of the McChord Firehouse, maintained during the performance period of the project, and removed upon project completion. The re-locatable structures will be located near the McChord Airfield and must be anchored to the ground and be able to withstand winds potentially generated by aircraft. The cost of this project will be subject to the disclosure of the magnitude of construction project Department of Defense Acquisition Regulation (DFAR) 236.204, between $10,000,000 and $25,000,000.
