The Seattle District Corps of Engineers has a competitive 8(a) set-aside requirement for a $45,000,000 Indefinite-Delivery, Indefinite-Quantity (IDIQ) Single Award Task Order Contract (SATOC) consisting of a five (5) period. The total capacity of the 5 year period shall not exceed $45,000,000. The task orders anticipated for this IDIQ contract will be for projects in support of the Seattle District Corps of Engineers; and, covers a broad range of maintenance, repair, and minor construction work on roadway pavement, airfield pavement, and incidental utility infrastructure at sites on Joint Base Lewis-McChord, Washington. Task orders will range from $100K to $5M; however, most will be between $1M and $3M. One (1) contractor will be selected for award under the solicitation for this requirement. Associated FY19 requirement number W912DW19R0011. It has been determined that competition will be limited to 8(a) firms located within the geographical area serviced by the SBA Seattle District Office, and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) Business Development Program Participants are deemed ineligible to submit offers. This solicitation is issued as a Request for Proposals (RFP) using trade-off source selection procedures outlined in Federal Acquisition Regulation (FAR) Part 15. An IDIQ SATOC, to be used for the issuance of firm-fixed price task orders, will be negotiated as a result of this procurement. The performance period under this SATOC is for a total contract period Not-to-Exceed (NTE) five (5) years. The maximum value of all work issued under this SATOC will be limited to $45 Million over the life of the contract. The primary North American Industry Classification System (NAICS) Code for this procurement is 237310, Highway, Street, and Bridge Construction; with a small business size standard of $39.5 Million. For the purposes of this procurement, a concern is considered a small business if its average annual gross revenue, taken for the last 3 fiscal years, does not exceed $39.5 Million.
