W912DW19R0027 Cultural Resource Survey and Monitoring Howard A. Hanson Dam (HAHD) and Mud Mountain Dam (MMD) This is a SOURCES SOUGHT NOTICE / MARKET RESEARCH STUDY to assist the Seattle District U.S. Army Corps of Engineers (USACE) in developing the acquisition strategy for an upcoming task order contract. This is NOT a presolicitation or solicitation announcement. After review of the responses to this notice, and if the Government still plans to proceed with the acquisition, a separate announcement will be published on the Federal Business Opportunities website (FEDBIZOPPS.GOV). Responses to this SOURCES SOUGHT NOTICE / MARKET RESEARCH STUDY are not adequate response to any future solicitation announcement. The purpose of this notice is to gain knowledge of and determine the availability of potentially qualified small business sources and their size classifications relative to the following North American Industry Classification System (NAICS) Codes: 541360, Geophysical Surveying and Mapping Services 541370, Surveying and Mapping (except Geophysical) Services, and 541620, Environmental Consulting Services For the purposes of the procurement in this study, a firm is considered a small business if its annual average gross revenue, taken for the last three (3) fiscal years, does not exceed $15 million. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set-aside is possible and/or appropriate. Please note that this research is for planning purposes only and does not constitute a solicitation for competitive proposals and is not to be construed as a commitment by the US Army Corps of Engineers. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and capabilities to compete for and perform the contract described herein. ANTICIPATED CONTRACT INFORMATION: The Seattle District expects to solicit and award an indefinite-delivery, indefinite-quantity (IDIQ) single award task order contract (SATOC) or a multiple award task order contract (MATOC) in which firm-fixed-price (FFP) task orders will be issued during the performance. The scope of work will involve various cultural resource management tasks at archeological sites located at the Howard A. Hanson Dam (HAHD) project area and Mud Mountain Dam (MMD) project area to include, but not limited to, the following tasks: - Surveys and Inventories (i.e. pedestrian surface and subsurface surveys, auger tests with sediment and soil testing, soil screening, etc.) - Monitoring (i.e. reassessments, artifact retrieval, etc.) - Curation (consistent with Burke Museum of Natural History and Culture protocol) - Documenting, Recording, and Reporting (i.e. record all newly discovered archeological sites, archeological isolates, and historic structures, delineation of site boundaries, characterization of artifacts and features, evaluation of site(s) eligible for inclusion to the National Register of Historic Places, meet Washington State Department of Archaeology and Historic Preservation standards as defined in the latest version of the Washington State Standards for Reporting of Cultural Resources Reporting, etc.) - GIS database Preparation and Maintenance - Records and Literature Review (i.e. examination of photographs, illustrations, historical maps, and other documentation) The contractor will be responsible for furnishing all personnel, supplies, facilities, transportation, tools, supervision, services, labor, materials, and equipment necessary to perform all work under this contract. The anticipated contract ordering limitation during the base and all option period(s) is estimated to be established between $650,000 and $800,000. It is anticipated that the unit of survey cost, estimated cost per acre, will be requested as part of the contract pricing. Currently, a unit of survey is defined as a single acre. The cost of a unit of survey for this project is expected to account for several factors including: acres per day, report writing, project management, overhead and profit. Since costs can vary depending on factors such as terrain and vegetation coverage and other variables, input regarding pricing recommendations as part of your response to this sources sought could aid in the development of our solicitation. This expected cultural resource services contract is anticipated to be competitively solicited and procured in accordance with Federal Acquisition Regulation (FAR) Part 13 and 15. Based on the results of this sources sought, the method of acquisition may be adjusted. SUBMISSION REQUIREMENTS FOR THIS SOURCES SOUGHT: All responses to this SOURCES SOUGHT NOTICE / MARKET RESEARCH STUDY should include the following information: 1. Firm's Data: Interested firm's name, address, point of contact, phone number, email address and small business size status, and Commercial and Government Entity (CAGE) code. 2. Capability Narrative: Interested firms must provide a brief capabilities narrative indicating their specific experience in cultural resources management along with their specific interest in the anticipated contract described herein. 3. Project Examples: Interested firms are requested to provide a minimum of three (3) project examples that reflect their firm's experience with any if the following: - Performance of cultural resource survey and monitoring for projects located in the Pacific Northwest, (e.g. Washington, Oregon, Idaho and Montana) - Performance of cultural resource survey and monitoring for projects located outside of the Pacific Northwest. 4. Capability to support a task order contract 5. Pricing recommendations to account for and encompass the resource management task(s) within the scope of the anticipated contract in order to aid in development of the solicitation requirements SUBMISSION DUE DATE/TIME: Responses to this SOURCES SOUGHT NOTICE / MARKET RESEARCH STUDY should be received as soon as possible but no later than 2:00 pm (Pacific Time Zone) on Tuesday, June 4, 2019.
