Gravel and Wood Nourishment for Howard A. Hansom Dam (HAHD), WA This is a Sources Sought announcement only, No quotes are being requested or accepted with this synopsis. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A PROPOSED SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 and no contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. No Solicitation is currently available. The responses to this Sources Sought will help to shape the acquisition strategy in developing a competitive requirement. a. The purpose of this Sources Sought is to perform a market survey to gain knowledge of interest, capabilities and qualifications of interested vendors within the Seattle District for the general project description listed below. Responses to this Sources Sought Synopsis will be used by the Government to make appropriate acquisition planning decisions. The following are general capabilities required to perform the proposed wood and gravel contract(s) according to USACE standards. General Project Description: The purpose of the gravel and wood contract(s) is to provide spawning size gravel and place large wood debris to create and improve spawning and rearing habitat for salmon below Howard A. Hanson dam (HAHD) in Washington State. The contractor(s) will supply and deliver up to 14,000 tons of spawning gravel as indicated by the onsite Biologist. The contractor (s) will transport and place up to 80 pieces of large wood logs and debris to the lower Green River at least twice a year (winter and summer cycle) as needed, to provide rearing habitat for juvenile and adult salmon as well as to improve the food source of aquatic macro invertebrates which serves as food for salmonids. The vendor(s) shall note that the Government will have wood logs decked at McDonalds Field (11 mile). The vendor will pick them from that location and transport the logs to Zone 1 to be tagged and cataloged by Corps biologists. Once the logs are tagged they can be decked at Zone 1 or placed on top of the gravel berm as directed by the onsite biologist. The typical amount of gravel needed per cycle is up to 7,000 tons, and large woody debris quantity is approximately 20 and upto 40 pieces per cycle. The amount of wood required may vary depending on the overall amount of wood received and collected by Operations staff at the Eagle Gorge reservoir above HAHD. b. The proposed work to be performed under the following North American Industry Classification (NAICS) 212319 (Other Crushed and Broken Stone Mining and Quarrying) c. The U.S. Army Corps of Engineers, Seattle District (NWS) expects to utilize responses from this Sources Sought to determine the best procurement method for soliciting and awarding anticipated contract(s). SUBMISSION REQUIREMENTS: Response Information: Interested firms should submit a capabilities package limited to two (2) page and include the following: 1) Firm's name, address (mailing and URL), point of contact, phone number, email address, business category, business size, and business type. 2) Business classification; i.e. Large Business, Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone), Small Business, 8(a) Program, or Other. 3) The vendors shall indicate whether they can provide BOTH delivery and placement services as described in the project description above. If only one can be provided, please indicate which one, WOOD or GRAVEL. 4) Cage code and DUNS number of your firm. 5) Firm's Joint Venture Information (if applicable). Responses to this Sources Sought will only be shared with the Government project team and held in strict confidence. All interested firms must be registered in System for Award Management (SAM) at www.sam.gov and remain current for the duration of the contract to be eligible for award of Government contracts.
