This is the formal solicitation announcement. Construction Project: Seattle District requires maintenance dredging within the Squalicum Federal Navigation Channel at Bellingham, Washington in Whatcom County. The Squalicum Federal Navigation Channel consists of a channel 300 feet wide and approximately 3,500 feet long and 26 feet deep and a turning basin 700 feet long, 26 feet deep, and 216 to 516 feet wide. The volume of sediment to be dredged in this section is approximately 140,000 cubic yards to -26 to the project depth, plus two feet allowable overdepth and two feet of advanced maintenance dredging. At an approximately 100-foot long section at the head of the channel, dredging is limited to -10 feet plus one feet of allowable overdepth. Dredge volume at this location is approximately 9,500 cubic yards. This material must be disposed of at the Port Gardner Open Water Disposal site. All other material shall be disposed of at the Rosario Strait Open Water Site. Proposed locations planned for dredging are determined based on project needs, specifically the bathymetry and shoaling above project authorization available for dredging. Dredge disposal shall be at both the Port Gardner and Rosario Strait Open Water Site. Work would begin in October 2019 and all in-water work must be completed by 14 February 2020. The magnitude of construction is estimated to be between $1,000,000 and $5,000,000. The resulting contract will be firm-fixed-price. See the solicitation for details about bid opening. The NAICS code for this procurement is 237990, Other Heavy and Civil Engineering Construction - Dredging and Surface Cleanup Activities, and the associated small business size standard is $30,000,000 in average annual receipts. Depending upon the responses associated with the business categories listed above, the solicitation will either be set aside in one of those categories or be issued as unrestricted and open to both small and large businesses. PROJECT DETAILS: The Government intends to solicit an Invitation for Bid (IFB) for dredging of approximately 180,000 cubic yards (CY) of material from Squalicum Federal Channel in Bellingham, WA. It is anticipated the work would be performed in the Fall-Winter of 2019- 2020. All in-water work must be completed by 28 February 2020. The dredging depth varies from 11 to 26 feet, with an additional 1 or 2 feet of allowable overdepth and 2 feet of advanced maintence. The material will be placed either in the Bellingham Bay Open-Water disposal site, or in a combination of the Port Gardner and Rosario Strait Open-Water Sites. The material will be dredged by clamshell and transported via bottom-dump or split hull scow. The magnitude of construction is $1 Million to $5 Million REQUIREMENTS: Interested firms should submit a capabilities package, to include the following: 1.
