Amendment 0001 as of 11/08/2023 clarifies the SOW: Responses to this Sources Sought will be used by the Government for market analysis only, as an aid in its making of the appropriate acquisition decision(s); such as, use of a small business set-aside or full and open competition. This project is planned for advertisement in December 2024 and award on or about 1 April 2024. If qualified firms do not respond to this Sources Sought Notice, the project may be acquired under full and open competition. Contract duration is estimated at approximately 1005 calendar days. The North American Industry Classification System (NAICS) code is 236220 for Commercial & Institutional Facilities. All interested businesses should notify this office in writing by mail or e-mail and provide a response to the questions below: Prior Construction/Renovation Performance – Submit a brief description of two (2) past performed projects, completed in the last four (4) years (turned over to the customer), for a scope as follows (similar interior/exterior infrastructure demolition and upgrades in a manufacturing facility, warehouse, or other buildings with similar usage/occupancy): the Renovation/Construction of a phased project within a larger manufacturing space. The project requires, HVAC, fire protection, architectural, and electrical upgrades and/or replacement. Please state whether the company is a certified Small Business (SB), such as an 8(a) SB, HUBZone SB, Service Disabled Veteran-Owned SB (SDVOSB), or Women-Owned/Economically Disadvantaged Women-Owned SB (WOSB/EDWOSB), for NAICS Code 236220. Provide CAGE Code and DUNS Number. The interested contractor must indicate their capability of obtaining performance and payment bonds for a project in the dollar amount (price or range) listed above (indicate contract bonding capability and socio-economic status, e.g., SB, 8(a), HUBZone SB, SDVOSB, or WOSB/EDWOSB). This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose. The Government does not intend to rank submittals or provide any reply to interested firms. Submittals will be used for market survey information only. Place of Performance Watervliet Arsenal at Watervliet, New York. Project Description: Radial Forge Infrastructure. New and upgraded infrastructure is necessary for a new radial forge to be located in Building 135 at Watervliet Arsenal (WVA) in Watervliet, New York. The radial forge infrastructure project is one component of a larger comprehensive plan for WVA to replace the existing circa 1970 SX?55 Rotary Forge with an RX?70 Radial Forge. WVA is contracting directly with an equipment manufacturer to design and install the forge equipment and foundation. The Radial Forge requires new and upgraded infrastructure to function including process water, compressed air, power and data. WVA also requires infrastructure for operations including domestic water for washdown, drainage from the forge basement, dust/exhaust extraction for optimal working conditions, lighting in the forge basement, and other utility infrastructure improvements in and around Building 135. Work may include but is not limited to infrastructure demolition work, site improvements, installation of an electrical substation, installation of new power distribution equipment to deliver power to the new equipment, installation of a new baghouse and associated ductwork, installation of a new cooling tower and associated pumps and piping, installation of a standalone control system for the infrastructure, installation of a standalone compressed air system, expansion and renovation of an existing control tower, architectural upgrades, life health and safety upgrades, installation of limited fire alarm and fire protection service, restoration of disturbed areas, and commissioning of all installed systems under the USACE contract. Extensive coordination throughout the life of the project with the equipment manufacturer, equipment installer, WVA, and USACE will be required. The magnitude of the project is between $10 million to $25 million. Duration of construction will be approximately 1005 calendar days after Notice to Proceed. Notice to Proceed is anticipated to occur in APRIL 2023.
