The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bids solicitation package seeking to award a firm-fixed price construction contract for renovation work to gut and upgrade the existing interior space and build new interior walls, rooms, electrical, plumbing, mechanical, communication, etc. (an interior gut) and a rebuild for a new administrative area for a new tenant. The old space was a warehouse type and the new space will be office space with new bathrooms, acoustical ceiling tiles, a new heating, air-conditioning system with a new boiler, new electrical connections, upgraded sewer piping, upgraded flooring and carpeting, a new fire protection system, ADA ramps into the facility, and other upgrades as required per Unified Bldg. Code. The project is located at Fort Hamilton, Brooklyn, New York. This project will be acquired as a 100% Small Business set-aside via the Invitation for Bids method. It is anticipated that the IFB will be issued on or about 31 July 2023 and the proposals will be due on or about 30 days later. The period of performance for this project is 425 calendar days from the Notice to Proceed date. The specifications will be posted electronically via the Contract Opportunities website at https://SAM.gov. The small business size standard for this code is $36,500,000. The magnitude of this construction is estimated to cost between $1,000,000. and $5,000,000. The specifications will be posted electronically via the SAM.gov website. The U.S. Army Corps of Engineers, New York District is issuing this Sources Sought Notice to determine if there is an adequate number of interested and qualified SBA firms serviced by SBA New Jersey and New York district offices, HUB Zone or Service-Disabled Veteran Owned Small Business firms having the interest, capability and bonding capacity for the following effort. The procurement method for this solicitation will be to submit sealed bids or an Invitation for Bid. This market research announcement is for a project at Fort Hamilton located in Brooklyn, New York. The project magnitude is between $1M-$5 million. The description of the project is as follows: To upgrade the current interior space by demolition of the existing interior walls, rooms, electrical, plumbing, mechanical, communication, etc. (an interior gut) and a redesign for future administrative space for the new tenant. This project is planned for advertisement starting in July 2023 with an award planned for approximately 30 September 2023. The Contract duration will be 365 calendar days. The North American Industry Classification System (NAICS) code is for general construction; 236220 for Commercial & Institutional Facilities. All interested businesses should notify this office in writing by e-mail and provide a response to the questions below: (1) Prior Construction Performance – Submit/provide a brief description of two (2) past performed projects, completed in the last seven (7) years (defined as turned over to the customer by this response due date), for a same or similar scope. (2) Provide a statement verifying the Prime Contractor is capable and will perform twenty (20%) of the physical work and indicate the type of work (trade) to be self-performed by the Prime Contractor. This doesn’t include contract supervision and administration duties. (3) Provide identification and verification of the company as an SBA certified firm by SBA New Jersey, Pennsylvania or New York district offices, HUB Zone, Service-Disabled Veteran Owned Small Business, 8(a) or Small Business for NAICS Code 236220. (4) Provide CAGE Code and DUNS Number (5) The interested contractor must indicate their capability of obtaining performance and payment bonds for a project in the dollar amount (price or range) listed above.
