The New York District, U.S. Army Corps of Engineers (USACE) intends to issue a solicitation package seeking to award a Firm Fixed-Price Construction through the Invitation to Bid (IFB) for the construction an In-Flight Interceptor Communications System (IFICS) Data Terminal (IDT) Shielded Auxiliary (Aux) Power Generation Facility (Emergency). This procurement is being solicited under 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code is 236220. The business size standard is $45,000,000. The scope of work includes construction of an In-Flight Interceptor Communications System (IFICS) Data Terminal (IDT) Shielded Auxiliary (Aux) Power Generation Facility (Emergency). Primary facilities include generator, enclosure, automatic transfer switch(s), Switchgear, lightning protection features, and equipment grounding/bonding. Special Construction includes High Altitude Electromagnetic Pulse (HEMP)/ElectroMagnetic Interference (EMI) shielding in accordance with MIL-STD-188-125. Project also includes utilities, fire protection and alarm systems, mechanical and electrical systems, heating and cooling, and pavements, walks, and curbs. Low Impact Development Integrated Management Practices (LID-IMPs) measures will be provided. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Cyber Security Measures will be incorporated into this project. It is anticipated that the Invitation for Bid will be posted electronically via the SAM Beta on or about 10 July 2023 and the proposals will be due approximately 30 days later. Any and all amendments shall be likewise posted. Hard copies will not be available. It is the contractor’s responsibility to monitor the SAM website for any amendments. The period of performance for this project is 365 calendar days from the Notice to Proceed date. The applicable North American Industry Classification (NAICS) code is 236220 for Commercial & Industry Building Construction. The magnitude of this construction is estimated to cost between $5,000,000.00 and $10,000,000.00. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued.
