Market Survey Background Information The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of Shoal Harbor and Compton Creek, New Jersey Federal Navigation Project to a depth of -12 feet Mean Lower Low Water (MLLW) plus 2 foot over-depth (Shoal Harbor) and -8 feet MLLW plus 2 foot over-depth (Compton Creek). The proposed maintenance dredging would remove approximately 150,000 cubic yards (CY) of critical shoals from Shoal Harbor and Compton Creek. The dredged material would be pumped and placed at the Belford N-61 Confined Disposal Facility (<70% sand and gravel, ~55,000 CY) and Monmouth Beach, NJ (>70% sand and gravel, ~95,000 CY). Both placement sites are within 1.5 miles of the dredging (Figure 1). The proposed work is anticipated to be performed utilizing a hydraulic cutterhead dredge. Additional utility and tugboats will be needed to during the dredging and placement operations. The Belford N-61 Confined Disposal Facility (CDF) will likely require rehabilitation with heavy equipment to prepare it to accept dredge material. The Monmouth Beach placement site will need the placed material to fit a provided design template, requiring pipeline and heavy equipment such as bulldozers. The dredging and placement of the dredged material would be required to meet all federal, state, and local criteria required by the government agencies having jurisdiction where the dredging and placement sites are located. Once the contract is awarded, the contractor will be required to commence work within five (5) calendar days after the date of receipt by him of the notice to proceed and maintain an integrated production rate of at least 1,000 cubic yards per calendar day for the dredging and placement of the material. The presence of dredging equipment in the channel will impact vessel traffic and it is necessary to maintain this production rate while minimizing the duration of this impact. The proposed CDF rehabilitation work is anticipated to take place in the fall/winter of 2022, while the dredging and placement work would take place in the summer/fall/winter of 2023. The work is estimated to cost between $5,000,000.00 and $10,000,000.00. SURVEY OF THE DREDGING INDUSTRY The following confidential survey questionnaire is designed to apprise the Corps of prospective dredging contractors’ project execution capabilities. Please provide your response to the following questions. All questions are regarding the Shoal Harbor and Compton Creek maintenance dredging project. General 1) Have you ever worked on dredging jobs similar in nature to this project? If so, please describe the project and for whom the work was performed. Identify a point of contact and phone number, if possible. 2) What percentage of work (volume of material dredged, pumped and ultimately placed) can you perform with your own equipment or equipment owned by another small dredging contractor? 3) Have you performed dredging within the waters of New Jersey? 4) Would you be willing to bid on the project previously described? If the answer is No, please explain why not? 5) Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? 6) Is there a dollar limit on the size contract that you would bid? If so, what is that limit? 7) What is the largest dredging contract, in dollars, on which you were the prime contractor? 8) What is your bonding capacity per contract? What is your total bonding capacity? 9) Do you have experience with the placement of dredged material at a confined disposal facility or beach? Please describe project experience for each. Equipment 10) What type of dredge equipment do you own and / or operate that is suitable for the work described? Do you own a hydraulic cutterhead dredge? Please list each piece of equipment capable of performing each type of work described, i.e. dredging, transfer, transportation and final placement of the material. For each dredge that you list, please specify its outlet size(s) in inches, and any other salient characteristics. 11) Identify which dredge(s), including support equipment (tug, crew boat, scows, etc), you would employ on this project. Also, for each dredge, identify the maximum dredging depth. 12) Identify the heavy equipment your company owns and / or operates that is suitable for beach building to a specified template with sandy hydraulic fill. Do you have experienced equipment operators on staff or will you be seeking out local partners? 13) Identify the heavy equipment your company owns and / or operates that is suitable for rehabilitating the CDF (clearing / grading / compacting). Do you have heavy equipment operators on staff, or will you be seeking out local partners. Special Conditions The New Jersey Department of Environmental Protection Water Quality Certificate will likely require holding the pumped water volume within the CDF until a clear discharge to Raritan Bay is achieved. 14) Knowing the dredge material from Compton Creek is easily mobilized silt and organic particles, how would you propose to segregate the most mobile fraction. What innovative technology / best management practices do you know with that will accomplish the goal of clean water flow to the Raritan Bay. 15) Does your company have experience with CDF construction, including clearing and grubbing the grounds, rehabilitating the outer walls and setting weir boxes. 16) What measures would you take to successfully clear out silt and debris from the Compton Creek project.
