The New York District of the U.S. Army Corps of Engineers (USACE) intends to issue a solicitation package seeking to award a Firm Fixed Price (FFP) contract to conduct shoreline stabilization and landfill closure at Thule AB, Greenland. This will be a competitive, 2-Step Best Value Trade-Off Solicitation. General Conditions at Thule Air Base: The location of Thule Air Base limits exterior work to the months of June through September, although work is sometimes possible in May and/or October. Additionally, Thule's location demands that all supplies/personnel must be shipped /transported in/out via air/sealift. Thule Air Base is not a commercial air/seaport and there is no other access. Shipping schedules are dictated by Defense contracts, and materials and labor are not available locally. The region is glaciated, and the existing soil is generally permafrost, which exists from 1 to 6 feet below the surface to a measured depth of 1,600 feet. Winter temperatures average between 20 -30 degrees F below zero while average summer temperatures are between 40-50 degrees F above zero. One annual military cargo sealift departs from Norfolk, Virginia to Thule AB, on or about 1 July. There are two sealifts that leave from Copenhagen, Denmark to Thule AB, one in July & one in August. Airlifting any materials or equipment via military aircraft is very expensive and only normally allowed on an emergency-need basis. SHORELINE STABILIZATION The purpose of this work is to cleanup and stabilize the coastal faces of the closed landfills located at four (4) sections on the northwest shoreline. The northwest shoreline requires a specific Landfill Face Stabilization to include clean up, geomembrane, and blasted rock coverage at two first sections. The first and second section has a length of approximately 400 and 520 linear feet and varies from zero (0) to approximate fifteen (15) feet in height. The third section is approximate 1,000 linear feet in length and varies from zero (0) to approximate ten (10) feet in height. This section requires a thorough and extensive excavation, cleanup and removal of half-buried scrap and debris, as well as a subsequent rehabilitation. The fourth section has an approximate length of 580 linear feet and is basically a flat beach. These sections require a thorough cleanup and removal of scrap and debris, as well as a subsequent rehabilitation. LANDFILL CLOSURE The work includes a necessary measure to provide adequate landfill cover for area identified in the documentation provided. The work includes stabilization of the two seasonal creeks one at the north end of the landfill and one on southern part of the landfill. The area should be cleared from any metal debris that could cause issues or propagate thru freeze thaw. The work shall proceed based upon the current DD FORM 1391. Once the contract is awarded, the contractor will be required to commence design within five (5) calendar days after the date of receipt of the notice to proceed and construction will begin in the Summer of 2023. The work is estimated to cost between $4,000,000 and $8,000,000. It is the intention of the government to award at Year end 2022 and the proposed work is anticipated to take place Summer 2023. Liquidated Damages of approximately $1,850.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete. This procurement is restricted to Danish and Greenlandic Firms only.

The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of Jones Inlet, New York Federal Navigation Project. The sand would be dredged from the Inlet and subsequently placed along the Point Lookout, NY Beach shoreline per the plans and specifications. The proposed maintenance dredging would remove approximately 750,000 cubic yards of sand from the Jones Inlet Channel and Deposition Basins, subject to availability of funds. Dredging would be required to a depth of -14 feet Mean Lower Low Water (MLLW) plus 2 feet allowable overdepth. The dredged material is greater than 97% sand. The proposed work is anticipated to be performed by utilizing a hydraulic dredge. Additionally, barges, tugboats, pipeline and land-based equipment such as dozers, will be needed to perform the work during the dredging and placement activities. The dredging and placement along the shoreline would be required to meet all federal, state, and local criteria required by the government agencies having jurisdiction where the dredging and placement sites are located. Once the contract is awarded, the contractor will be required to commence work within five (5) calendar days after the date of receipt by him of the Notice To Proceed (NTP), and maintain an integrated production rate of at least 12,000 cubic yards per calendar day for the dredging and placement of the dredged sand. The presence of dredging equipment in the channel will impact ship traffic, and it is necessary to maintain this production rate while minimizing the duration of this impact. The proposed work is anticipated to take place in the fall/winter of 2022/2023. The magnitude of construction is estimated to cost between $10,000,000.00 and $25,000,000.00. SURVEY OF THE DREDGING INDUSTRY The following confidential survey questionnaire is designed to apprise the Corps of prospective dredging contractors’ project execution capabilities. Please provide your response to the following questions. All questions are in regard to the maintenance dredging of Jones Inlet Federal Navigation Project with placement of the dredged sand at Point Lookout Beach shoreline. General Have you ever worked on dredging jobs similar in nature to this project? If so, please describe the project and for whom the work was performed. Identify a point of contact and phone number, as a reference of relevant experience. What percentage of work (volume of material dredged and placed) can you perform with your own equipment or equipment owned by another small dredging contractor? Have you performed dredging and beach placement along the south shore of Long Island, New York? If so, describe the scope of work of the project and location. Would you be willing to bid on the project described? If the answer is No, please explain why not? Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? Is there a dollar limit on the size of contract that you would bid? If so, what is that limit? What is the largest dredging contract, in dollars, on which you were the prime contractor? What is your bonding capacity per contract? What is your total bonding capacity? On previous projects, do you have experience in completing environmental monitoring of endangered species? If so, was such work contracted to a company that specializes in such environmental work? Do you have experience applying the USACE EM 385-1-1 (Nov. 2014) and all requirements? Deficiencies observed on site will require immediate attention and action to meet all applicable safety codes. Use of USACE Resident Management System (RMS 3.0) will be required for this dredging contract. Do you have experience using the USACE Resident Management System (RMS 3.0) for delivering Submittals, Daily Dredging reports and Pay Estimates? Equipment 12) What type of dredge equipment do you own and / or operate that is suitable for the work described? Do you own a hydraulic dredge? Please list each piece of equipment you own and/or operate that is capable of performing dredging and pumping sand for beach placement and grading, i.e., dredges, discharge pipeline (specify quantity in linear feet), dozers, front end loaders, forklifts, and/or other equipment needed for beach placement and / or grading the beach as necessary. For each dredge that you list, please specify its size, horsepower, and any other salient characteristics. 13) What length and size of discharge pipeline do you have available for use? Do you own the discharge pipeline? 14) Do you have experience with beach placement and grading of dredged material? 15) Will you be able to meet a production rate of 12,000 cubic yards per calendar day and complete all work?
