The U.S. Army Corps of Engineers, New York District has the requirement for diving services at the Troy Lock and Dam, Hudson River, 1 Bond Street, Troy, New York 12180. The Contractor shall provide all labor, support, and equipment necessary to perform diving services to inspect and clear debris from the underwater features at the Troy Lock and Dam. Surface supplied air with voice communication shall be used for all diving activities. The current version of EM 385-1-1 will always apply to the contract. The contractor shall adhere to labor, support, equipment, and other related requirements outlined in EM 385-1-1. Period of Performance: All dive work will be performed during one 8-hour workday. Diving services are typically required during the first week of December each year, however the Government reserves the right to schedule the work at any time with adequate notice and coordination with the Contractor. On the day of performance, the dive team shall be on the site and prepared to work between the hours of 7:00 A.M. and 3:30 P.M. with a one-half hour lunch period. 3. Description of Work: The work that may be required of the dive team consists of underwater inspections and/or clearing of debris at various features of the Troy Lock and Dam, including but not limited to the lock walls, dam spillways, upper and lower cofferdam sills, gate sills, gates, culvert valves, trash racks, guidewalls, etc. 4. General Conditions: a. Maximum depth of dive: Less than 30 feet b. Normal water surface elevation-upper pool: +15 to +20 feet NGVD c. Normal range of tide: -2.0 to +4.5 feet NGVD d. Top of wall elevation (lock chamber and north guidewall): +24 feet NGVD e. Top of wall elevation (south guidewall and stoplog bulkhead): +19 feet NGVD f. Visibility: Typically ±3 feet
