NOTIFICATION OF INTENT TO SOLE SOURCE The New York District plans to solicit and award an Invitation for bid construction project for Building 740, Lee Barracks, at the USMA West Point, NY. in FY21 This notification serves three (3) purposes: A. To notify potential bidders of the Government’s intent to solicit a brand name(s) only component for this project. B. To identify potential sources that can provide an equivalent to the brand name only item(s). C. Notification of the Army’s intent to solicit brand name components as described below. 1. The items described below, under summary of requirements, are embedded in the construction project. The contract will be issued as a competitive Invitation for Bid solicitation. Only the components described below will be sole source, if no other sources are identified that can provide an equivalent system. In the event no equivalent sources are found, the brand name only justification will be issued pursuant to FAR Part 6.302-1, Only One Responsible Source. A subsequent market survey will not be published in support of a Justification and Approval for sole sourcing. Supplies of the brand name component will be provided directly to the Contractor(s) and not to the Government. 2. Summary of Requirements: (A) Complete Monaco Fire Alarm System (estimated cost = $300,000): Due to post wide compatibility issues and based on the capabilities described below of a Monaco Fire Alarm system, all new construction and renovation projects at the USMA, West Point are now featuring the latest version of the Monaco Fire Alarm Control Panel. The MAAP Plus Analog Addressable Integrated Radio Transceiver and Fire Alarm Control Panel is capable of point reporting up to 1584 addressable device points via proprietary UHF radio signal to the Monaco D-21 Enhanced Central Radio Control Alarm receiving system at West Point Fire Department Dispatch. New Fire Alarm installations include Mass Notification Systems (MNS) in accordance with DoD Unified Facilities Criteria (UFC) 4-021-01. The existing RF infrastructure provided by Monaco supports the UFC requirements for primary MNS communications. The Monaco Fire Alarm and integrated MNS system has the capability to remotely activate the in-building MNS messaging system and provide live-voice announcements directly from the D-21 Central Station at West Point Fire Dispatch. Each Fire Alarm System (FAS) and Mass Notification System (MNS) shall be a complete, supervised, non-coded, analog-addressable system, installed in class A configuration per NFPA 72. The FAS/MNS shall provide point reporting to the Fire Alarm Control Panel (FACP). The FACP shall in turn provide point reporting to the Monaco D-21 Central Receiving Station at USMA West Point Fire Department Dispatch. Point reporting, also known as point to point reporting, is the capability to relay the status of each addressable device and certain system components such as Signaling Line Circuits (SLC) to the D-21 Central Receiving Station in real time. The FAS/MNS shall be tested and perform as a critical life-safety system. The FAS/MNS shall be compatible with and shall communicate seamlessly with the D-21 Central Receiving Station, without impairing operational function or reliability of any existing FAS or MNS. Use of interfacing relays between the FACP and communications transceiver to provide point or zonal alarm trouble status shall not be permitted. All devices must comply with the Aug 1997 Federal Wireless communication commissions office of engineering and technology Bulletin 65, Evaluating Compliance with the FCC Guideline’s for Human Exposure to RF Electromagnetic Fields. (B) Best Hardware Lock Cylinders & Cores (Non-Electronic) (estimated cost = $62,000) Due to compatibility and consistency issues with keying at the USMA, Best lock is the USMA standard for lock hardware. This applies to locks that are not electronic and have status monitor capabilities compatible with the electronic security access system. Hardware locksets shall accommodate Best lock cylinders and cores. The Contractor shall provide cores to secure building during construction and shall turn over hardware cores to the government upon completion of construction. Government will replace Contractor cores with Best lock cylinders and cores after each area of the projects are completed is turned over to Government. (C) C Squared Systems, LLC Telecommunications system (estimated cost = $20,000) United States Military Academy, West Point Command and other authorized personnel always require access to distributed antenna systems specifically provided by C squared systems. Additionally, the need to comply with current Army regulations and standards further bolster the need to retain C Squared Systems to provide distributive antenna systems (DAS). C Squared Systems complies with Department of Defense (DoD), Network Enterprise Center (NEC), Information Systems Engineering Command (ISEC) standards for maximum readiness within the network systems at United States Military Academy, USMA. West Point will need these systems to meet the mission requirements outlined by Department of Defense (DoD) and Training and Doctrine Command (TRADOC). (D) Identiv uTrust Card Readers & Velocity Software (estimated cost = $100,000) Provide contact/contactless card readers that can read credential CAC cards whose characteristics of size and technology meet those defined by ANSI ISO/IEC 7816 in close proximity to the card reader and are in compliance with NIST FIPS 201-2. Provide readers with "flash" download capability to accommodate card format changes and the capability of reading the card data and transmitting the data, or a portion thereof, to the ESS control panel. These should be Identiv Model 8116 or 8216 and primarily used on locations requiring dual authentication, or the ability to be escalated to a dual factor scenario. (E) Electrical Power Meter: Shark Meter from Electro Industries/Gauge Tech (estimated cost = $4,000) The West Point's advanced metering system was developed based on the Army Directive 2014-10. The metering system consists of Shark 200 advanced meter to monitor electric utility. The existing system has gone through the cybersecurity and risk management framework to obtain an approved Authority to Operate (ATO). Any other meter beside Shark 200 will invalidate the ATO and will not comply with the Army Directive 2014-10. Additionally, this system has already been implemented and integrated into West Points advanced metering network (i.e water use treatment plant, USMA Academic building, etc.) (F) Ventrol Air Handling Units (estimated cost = $200,000) - Heating and cooling unit 4 pipe w/ separate CHW and HW coil sections - Heat wheel section - Heat pipe section/ bypass control damper - Galvanized steel heavy gauge integrated panel frame construction - Double wall construction/ panel thermal brake - Painted cabinetry - 4" Fiberglass Insulation - Internally mounted fan motor - Fully gasketed panel and frame members - Leakage less than .09 cfm per sq. ft. at 5.0" static pressure - Access doors with gasketed seals and stainless steel hinges - G-90 galvanized steel outer panels - Galvanized inner panels - WELDED, 5" Base rails - Direct Drive fans w/ permanent lubricated motors (no belts) - Filter section w/ 2" 30% and 4" 85% filters (1 set) - Chilled/HW water section, 5/8" tubes, threaded brass MPT - One drain and one vent per entire coil - FANWALL Supply/Return fan cube sections with Class III welded fans - Stainless Steel drain pan - Balanced fans to BV-5 no isolation needed - Premium eff motor - Panel Mounted ABB VFDs, one per fan/motor assembly - Main disconnect on main control panel - Motor control panel - 6 pulse VFDs w/ 5% line impedance - One complete spare fan/motor assembly per motor/fan type - Fan wall 2.0 Optimization by VENTROL in SAF/RAF, additional AF stations not required - Fan outlet guard on each fan cube - Backdraft damper on each fan cube, if more than one. - Startup. - All mechanical/electrical components and devices are all contained inside a filtered return air plenum space, which is an out of the elements mechanical equipment space large enough to house all the mechanical equipment, fan motors and control panels and their devices in one out of the elements work space. Provide single-zone draw-through type units as indicated. Units shall include fans, coils, airtight insulated casing, prefilters, secondary filter sections, and adjustable V-belt drives, belt guards for externally mounted motors, access sections where indicated, combination sectional filter-mixing box, vibration-isolators, and appurtenances required for specified operation. Provide vibration isolators as indicated. Provide air handling unit that is rated in accordance with AHRI 430, AHRI DCAACP and AHRI certified for cooling. All panels shall be sealed with a closed cell gasketing such as the total leakage rate shall not exceed 1% of design airflow at 10" w.c. of static pressure for the entire assembly. Maximum deflection during testing shall be no more than 0.56% of the casing span. Units shall be factory leak tested. Casings: Provide the following: a. Casing sections 4 inch double wall type, constructed of a minimum 18 gauge galvanized steel, or 18 gauge corrosion-resisting sheet steel conforming to ASTM A167, Type 304.Inner casing of double-wall units that are a minimum 20 gauge solid galvanized steel or corrosion-resisting sheet steel conforming to ASTM A167, Type 304. Design and construct casing with an integral insulated structural galvanized steel frame such that exterior panels are non-load bearing. b. Individually removable exterior panels with standard tools. Removal shall not affect the structural integrity of the unit. Furnish casings with access sections, according to paragraph AIR HANDLING UNITS, inspection doors, and access doors, all capable of opening a minimum of 90 degrees, as indicated. c. Insulated, fully gasketed, double-wall type inspection and access doors, of a minimum 18 gauge outer and 20 gauge inner panels made of either galvanized steel or corrosion-resisting sheet steel conforming to ASTM A167, Type 304. Doors shall be rigid and provided with heavy duty hinges and latches. Inspection doors shall be a minimum 12 inches wide by 12 inches high. Access doors shall be a minimum 24 inches wide, the full height of the unit casing or a minimum of 6 foot, whichever is less. d. Double-wall insulated type drain pan (thickness equal to exterior casing) constructed of 16 gauge galvanized steel, conforming to ASHRAE 62.1. Construct drain pans water tight, treated to prevent corrosion, and designed for positive condensate drainage. When 2 or more cooling coils are used, with one stacked above the other, condensate from the upper coils shall not flow across the face of lower coils. Provide intermediate drain pans or condensate collection channels and downspouts, as required to carry condensate to the unit drain pan out of the air stream and without moisture carryover. Construct drain pan to allow for easy visual inspection, including underneath the coil without removal of the coil and to allow complete and easy physical cleaning of the pan underneath the coil without removal of the coil. Coils shall be individually removable from the casing. e. Casing insulation that conforms to NFPA 90A. Single-wall casing sections handling conditioned air shall be insulated with not less than 1 inch thick, 1-1/2 pound density coated fibrous glass material having a thermal conductivity not greater than 0.23 Btu/hr-sf-F. Double-wall casing sections handling conditioned air shall be insulated with not less than 2 inches of the same insulation specified for single-wall casings. Foil-faced insulation is not an acceptable substitute for use with double wall casing. Double wall insulation shall be completely sealed by inner and outer panels. f. Factory applied fibrous glass insulation that conforms to ASTM C1071, except that the minimum thickness and density requirements do not apply, and that meets the requirements of NFPA 90A. Make air handling unit casing insulation uniform over the entire casing. Foil-faced insulation is not an acceptable substitute for use on double-wall access doors and inspections doors and casing sections. g. Duct liner material, coating, and adhesive that conforms to fire-hazard requirements specified in Section 23 07 00 THERMAL INSULATION FOR MECHANICAL SYSTEMS. Protect exposed insulation edges and joints where insulation panels are butted with a metal nosing strip or coat to meet erosion resistance requirements of ASTM C1071. h. A latched and hinged inspection door, in the fan and coil sections. Plus additional inspection doors, access doors and access sections where indicated. Air Filters Each filter housing shall be provided with a factory furnished Dwyer Model 25 filter gauge. Fans Provide the following: a. Fans that are double-inlet, centrifugal type with each fan in a separate scroll. Dynamically balance fans and shafts prior to installation into air handling unit, then after it has been installed in the air handling unit, statically and dynamically balance the entire fan assembly. Mount fans on steel shafts, accurately ground and finished. b. Fan bearings that are sealed against dust and dirt and are precision self-aligning ball or roller type, with L50 rated bearing life at not less than 200,000 hours as defined by ABMA 9 and ABMA 11. Bearings shall be permanently lubricated or lubricated type with lubrication fittings readily accessible at the drive side of the unit. Support bearings by structural shapes, or die formed sheet structural members, or support plates securely attached to the unit casing. Do not fasten bearings directly to the unit sheet metal casing. Furnish fans and scrolls with coating indicated. c. Fans that are driven by a unit-mounted, or a floor-mounted motor connected to fans by V-belt drive complete with belt guard for externally mounted motors. Furnish belt guards that are the three-sided enclosed type with solid or expanded metal face. Belt drives shall be designed for not less than a 1.3 service factor based on motor nameplate rating. Motor sheaves that are variable pitch for 25 hp and below and fixed pitch above 25 hp as defined by AHRI Guideline D. Where fixed sheaves are required, the use of variable pitch sheaves is allowed during air balance, but replace them with an appropriate fixed sheave after air balance is completed. Select variable pitch sheaves to drive the fan at a speed that produces the specified capacity when set at the approximate midpoint of the sheave adjustment. Furnish motors for V-belt drives with adjustable bases, and with totally enclosed enclosures. e. The VFD(s) shall be furnished by the AHU manufacturer. Refer to Division 26 Section 26 29 23 VARIABLE FREQUENCY DRIVE SYSTEMS UNDER 600 VOLTS for requirements. Circuitries for VFD fault /failures, single fan failure or trip conditions are provided by the manufacturer for connecting with the Owner's building automation system (BAS) for control and monitoring purposes. f. The fan array shall produce a uniform airflow and velocity profile within the airway tunnel of the air handling unit not to exceed the specified cooling coil and filter bank face velocity when measured 12 inches from the intake side of the fan array intake plenum wall and at a distance of 48 inches from the discharge side of the fan array intake plenum wall. g. Each fan/motor cube is equipped with a metal grating fan outlet guard. The manufacture of the array is responsible to determine if the addition of vibration isolators are required to meet the vibration requirements within this specification. h. Each fan cube shall be provided with a low system affect backdraft damper to isolate the inlet side of the fan/motor cube that is failed on standby or being removed from the fan array. Function is to prevent air bypass through a fan cube when not in operation. The backdraft damper shall be constructed of extruded aluminum frame and blades with low friction bearings for long life continuous operation. i. Each fan array shall include at least one fan assembly with a complete airflow measuring station to indicate airflow in CFM. The flow measuring system shall consist of a flow measuring station with static pressure taps and total pressure tubes located at the fan inlet cone. The flow measuring station shall provide an analog to digital CFM readout using a 4-20 ma or 0-10 volt output control signal for use in the BAS. j. The manufacturer shall provide a complete spare fan/motor assembly with each one for each type of assembly provided on the Project. k. Plug Fan (PF) SWSI Minimum Class II Fans: single width single inlet arrangement 4 as indicated on the Drawings. Fan wheel has a minimum of 12 blades made from extruded aluminum as a hollow airfoil in shape, and welded to the center and wheel side plates. The fan Inlet cone is made from spun aluminum material. Fan wheel shall be keyed to the shaft. l. Fans shall be both dynamically and statically balanced. Dynamic fan wheel balancing shall be conducted from 16 Hz to 105 Hz to identify and eliminate critical speeds to ensure stable operation through the entire operating range. Each individual fan/motor assembly shall be dynamically balanced to meet AMCA 204, category BV-5, to meet or exceed Grade 2.5 residual unbalance. Access Sections and Filter/Mixing Boxes Provide access sections where indicated and furnish with access doors as shown. Construct access sections and filter/mixing boxes in a manner identical to the remainder of the unit casing and equip with access doors. Design mixing boxes to minimize air stratification and to promote thorough mixing of the air streams. Base Provide base constructed of rectangular steel, welded and fabricated along the entire unit's length and width to support the entire units weight. Additional cross members shall be provided for entire perimeter of the unit and pipe enclosure. 3. Any vendor that wishes to provide an alternate source to the brand names above that is compatible with the above must provide a response with data supporting the claim within 15 business days of this announcement to New York District Corps of Engineering, Contracting Division. 4. This is a market survey and Notification of Intent to Sole Source only. This is not a request to respond to a solicitation. This requirement will be solicited at a future date.
