The scope of the Chrome Plating Facility Repair Project is to in-kind repair and replacement of major components of the large caliber chrome plating area, specifically the "120 mm pit." The 120 mm pit is used for cannon tube plating and includes chrome plating tanks, electropolish tanks, a caustic clean tank, a caustic strip tank, rectifiers and cold water rinse tanks. These tanks are divided into two (2) plating lines identified as the 200 and 300 lines. In kind repair and replacement of components will address numerous deficiencies such as many of the tank wall thicknesses are well beyond their serviceable life and need to be replaced due to corrosion or loss of function. The piping systems show corrosion and need to be replaced. The pumps have operated beyond useful life and need to be replaced. Many of the control elements are nonfunctional and need to be replaced to control the process. In summary, both the 200 and 300 lines need to be rebuilt in kind for safe and efficient operation. Additionally, the air scrubber, common to both lines is being replaced. It is the contractor's responsibility to monitor the SAM web-site for any amendments. Bidders/Offerors are required to be registered in the System for Award Management (see www.sam.gov). The period of performance for this project is 720 calendar days from the Notice to Proceed date. The applicable North American Industry Classification System (NAICS) code is 236210, Industrial Building Construction. The magnitude of this construction is estimated to cost between $10,000,000.00 and $25,000,000.00.

WVA Chrome Plating Facility Repair– Design Bid Build Advanced Notice to Contractors: U.S. Army Engineer District, New York, CENAN-CT, 26 Federal Plaza, New York, NY 10278-0090 The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a firm-fixed price contract, for construction of the Chrome Plating Facility Repair Project. The project consists of repairing and replacing major components of the large tube chrome plating area at the Watervliet Arsenal (WVA) in Watervliet, NY. This project will be solicited as a Full and Open Competition procurement via Design-Bid-Build (DBB) Best Value Trade Off (BVTO) One Step Request for Proposals (RFP) in accordance with FAR. The scope of the Chrome Plating Facility Repair project consists of repairing and replacing major components of the large tube chrome plating area. The chrome plating area is used for tube plating and includes chrome plating tanks, electropolish tanks, caustic clean tank, caustic strip tank, rectifiers and cold-water rinse tanks. The tanks are divided into two (2) separate plating lines. Associated mechanical, electrical, plumbing, control, and air scrubber exhaust systems will also be replaced. It is anticipated that the DBB BVTO One Step RFP will be posted electronically via the System for Award Management (SAM) website on or about 18 February 2021 and the proposals will be due approximately 45 days later. Any and all amendments shall be likewise posted on the SAM website. Hard copies will not be available. It is the contractor's responsibility to monitor the SAM website for any amendments.
