The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a firm-fixed price construction contract for the construction & installation of a new fire protection system to replace an aging system. The installation will include coordination with the National Park Service Agency. The water part of the work includes the installation of a water storage tank, pump, pump house and all associated piping, mechanical, electrical, communication & environmental mitigation. The entry control portion of the scope includes replacement of the existing manual gates with new gates; fencing installation and repair; reconfiguring and repair of the existing drive between two gates; removal of an existing berm along Aviation Road. Installation of a new driveway connecting the existing taxiway with Aviation Rd. that conforms to NYSDOT and NYCDOT guidelines and obtain National Parks Service permitting. Inclusive of cleaning and filling cracks in asphalt; purchase and installation of a turn-key pre-manufactured guardhouse; movable barriers; markings; signs; CCTV conduit installation. Access to the gates is through a residential area, therefore, precautions to the public and protection of the Marine Corps property must be constant. Adjacent buildings and vehicle lots will be occupied during performance of this contract work and other contractors may be working on site. Contractor coordination and scheduling work will be crucial. This solicitation will be acquired as a Small Business Set-Aside. The period of performance for this project is 365 calendar days from the Notice to Proceed date. It is anticipated that the solicitation will be posted electronically via the beta SAM website on or about 15 April 2021 and the proposals will be due approximately 30 days later. Any and all amendments shall be likewise posted. Hard copies will not be available. It is the contractor's responsibility to monitor the beta SAM web-site for any amendments. All vendors and bidders are required to be registered in the Central Contractor Registry (see www.ccr.gov). The applicable North American Industry Classification System (NAICS) code is 236220 for Commercial & Institutional Building Construction. The magnitude of this construction is estimated to cost between $1,000,000.00 and $5,000,000.00. Offers will be submitted to the U.S. Army Corps of Engineers, Contracting Division DOD safe site. All questions must be submitted in writing via email to the Contract Specialist. The media selected for issuance of solicitation and its amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Telephone or fax requests for the solicitation will not be accepted. Paper copies of this solicitation and amendments, if any, will not be available or issued. Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website once the solicitation is issued. Interested parties may download and print the solicitation at no charge from the website. All vendors who want access to the solicitation must be registered with System for Awards Management (SAM), located at www.sam.gov.
