PRESOLICITATION NOTICE - W912DS19B0020 is replaced and reissued with this presoliciation notice (W912DS20B0001). The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bid (IFB) for the construction of a new Youth Center Facility at Joint Base MDL, New Jersey. This procurement is being solicited as Full and Open Competition. The project scope is the construction of a new facility of approximately 16,260 SF; one-story facility with parking and site work. The facility will accommodate school age children with after school programs, youth activities and youth support. The construction will be spread and continuous footings, slab on grade, structural steel frame and columns, standing seam metal roof, brick veneer, masonry block backup, metal studs, gypsum board walls and aluminum windows. Construction is inclusive of HVAC systems, all mechanical, electrical, water, sewer and communication utilities, fire detection and protection system, site work, storm water runoff, playground prep and supporting pavements. The period of performance for this project is 365 calendar days from the Notice to Proceed date. The applicable North American Industry Classification System (NAICS) code is 236220 for Commercial and Institutional Building Construction. The magnitude of this construction is estimated to cost between $5,000,000.00 and $10,000,000.00. Anticipate the plans and specifications to be posted electronically on or about 29 November 2019 via the Federal Business Opportunity Website at www.fbo.gov, with a bid opening on or about 07 January 2020. Any and all amendments shall be likewise posted. Hard copies will not be available. It is the contractor's responsibility to monitor the Beta SAM website for any amendments. The bid opening will be held at 26 Federal Plaza NY, NY 10278, the exact location will be included in the solicitation. All questions must be submitted in writing via email to: erica.b.miller@usace.army.mil. The media selected for issuance of the Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Bids will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 16-300, 26 Federal Plaza, New York, NY 10278. All questions must be submitted in writing via email, fax, or mail to the POC. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on (www.fbo.gov) once the solicitation is issued. Interested parties may download and print the solicitation at no charge. To keep informed of changes, check Beta SAM frequently. The solicitation, specification files and drawings will be posted as portable document files (PDF).
