The purpose of this announcement is to gain knowledge of potential business sources; with specific interest in small business, certified 8(a) serviced by SBA districts, certified HUB Zone, Women Owned Small Business, and Service-Disabled Veteran-Owned Small Business (SDVOSB), for work on expanding the cemetery at West Point, NY. The North American Industry Classification System (NAICS) code is 236220 for Commercial & Institutional Facilities. No awards will be made from the responses to this synopsis. No solicitation will be available at this time. Responses will be used to determine appropriate acquisition decisions for a future procurement. BACKGROUND AND INFORMATION FOR CONSTRUCTION CONTRACT The New York District, U.S. Army Corps of Engineers (District) is preparing plans and specifications to expand the cemetery at West Point NY, while reinforcing the hillside it sits upon. The scope includes expanding the existing cemetery, including installation of in-ground pre-placed crypts and incorporate a restroom within an expanded maintenance building. Reinforcing the hillside includes regrading and installing a Cast-In-Place (CIP) wall, supported by micropiles, then installing a niche wall above the CIP wall and backfilling over excavated area. Facilities include waterlines, sanitary sewer, storm drainage, telecomm, electrical power distribution, lighting, security systems, retaining walls, perimeter fencing, entrance gates, vehicle & pedestrian access roads, walks, curbs, gutters, & signage. The facilities are designed to a minimum life of 40 years including energy efficiencies, building envelope & integrated building systems performance. Construction cost is in the range of $15,000,000.00 to $25,000,000.00. OPERATIONAL CONSTRAINTS The Contractor will conform to all local, state, and federal laws while carrying out the construction process for this project. This includes paying all fees and obtaining all permits required for the work. The Contractor shall prepare and submit a site-specific safety and health plan to the government for approval prior to mobilization. The Contractor shall prepare and submit a site-specific demolition and debris removal plan to the government for approval prior to mobilization. SURVEY OF THE CONSTRUCTION CONTRACTOR INDUSTRY The following is a confidential survey questionnaire designed to apprise the US Army Corps of Engineers, NY District, of any prospective construction contractors' project execution capabilities. Please provide your response to the following questions. At the end of this survey you will be asked to provide your comments. General 1) Would you be willing to bid on the project described above? If the answer is no, please explain why not. Business Characteristics 2) Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? 3) What is your bonding capacity per contract? What is your total bonding capacity? 4) Is your company a small or large business as defined by the SBA? Are you classified as a certified 8(a) serviced by SBA districts, certified HUB Zone, Woman Owned Small Business (WOSB), or Service-Disabled Veteran-Owned Small Business (SDVOSB)? Answer the same questions for any planned subcontractors. Experience 5) Have you worked on projects with limited transportation/vehicle access? If so, how have you dealt with the limitations to transportation and vehicular access? 6) Have you used separate subcontractors to perform RIC, drilling, and earthwork, micropiles and concrete footings? Have you coordinated and scheduled various subcontractors to achieve a quality product the above features? Describe any applicable experience. 7) Have you performed Rapid Impact Compaction near vibration sensitive structures? Describe how you mitigated risk while performing RIC near vibration sensitive structures. 8) Have you ever worked on a utility relocation/construction project similar in nature to this project? If so, please provide a list and description of at least one project that included the following complexities: slope regradation, soil contamination, limited vehicle access, and micropiles. Description shall include size, cost, technical qualifications of staff, any customer feedback received, and a narrative of any complexities encountered. Equipment 9) What type of standard construction equipment do you and your subcontractors own and/or operate? Please include equipment for drilling and installing micropiles on difficult soils. Contractor's Comments or Recommendations 10) Please provide, if any. Please note that this notice is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach.
