NOTE: This is an updated notice for work that was previously synopsized under FBO Notice W912DS18R0004 The U.S. Army Corps of Engineers, New York District intends to issue a Request for Prequalification Information (RFI), and subsequently a Request for Proposal (RFP) seeking to award a firm-fixed price contract for the construction of physical security/safety improvements in the New York, NY area (Manhattan and Queens Boroughs), on and around long span bridges. The work primarily includes construction of reinforcement/modification of steel and masonry structures, construction/modification of passive and active fire protection, and fencing on the bridge. The length of the bridge is in excess of 3000 feet. This procurement is being solicited as Unrestricted Full and Open Competition. The North American Industry Classification System (NAICS) code is 237310 - Highway, Street, and Bridge Construction. The project magnitude is between $25,000,000 and $100,000,000. The period of performance for the contract will be approximately 1,095 calendar days from the issuance of the Notice to Proceed (NTP). Sources will be prequalified in accordance with DFARS 236.272. Under these procedures, Offerors will be required to submit information addressing capabilities and other prequalification criteria. The Government will evaluate the prequalification information to determine a list of prequalified Offerors to which the Request for Proposal (RFP), including plans and specifications, will be sent. Following Prequalification procedures, qualified Offerors will be invited to submit proposals for the Sources Selection Phase, which will be conducted as a best value with trade-offs. Only offers received from prequalified Offerors will be considered in the subsequent evaluations. NOTE: All offerors will be required to demonstrate evidence of an existing registration to perform work with the New York City Department of Transportation (NYCDOT). Applicants for registration w/ NYCDOT can file in person at the following location: NYCDOT - Permit Management Office 55 Water Street, Concourse Level New York, NY 10041 Anticipate the Prequalification Phase requirements to be posted electronically on or about 9 August 2019 via the Federal Business Opportunities Website at www.fbo.gov, with a submission of qualifications due on or about 9 September 2019. Only those firms determined to be qualified will be invited participate in the Source Selection Phase. The Contracting Officer will award a firm fixed-price contract to the responsible Offeror who was advanced in the Prequalification Phase and whose proposal the Source Selection Authority has determined conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, considering all non-price factors, and price. It is the contractor's responsibility to monitor the FedBizOps web-site for any amendments. Award will be made to the responsible Offeror, determined to represent the best value to the Government in accordance with the source selection procedures stated in the Request for Proposal (RFP). Offeror's submissions to the Prequalification Phase and Source Selection Phase must conform with the requirements stated in the Prequalification RFI and Source Selection RFP. All questions must be submitted in writing via email, to the Point of Contact listed below. The media selected for issuance of the solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. In accordance with FAR 52.204-7 and DFARS 252.204-7007, all vendors must be registered with the System for Award Management (SAM) to be eligible for award of a contract. Information on registration can be found at www.sam.gov. Interested parties may download the solicitation at no charge from the FedBizOpps website www.fbo.gov. Project specification files and drawings are portable document files (PDF), and will be issued by email from the POC below to POC's provided by the prequalified Offerors.
