THIS IS NOT A REQUEST FOR PROPOSALS, REQUEST FOR QUOTATIONS OR INVITATION FOR BIDS. The U.S. Army Corps of Engineers (USACE), Baltimore District, requests capability statements from qualified SERVICE CONTRACTORS interested in performing work for CAMERA VIDEO INSPECTION and CLEANING of FEATURES at TIOGA DAM and MANSFIELD LEVEES SYSTEM in PENNSYLVANIA. By way of this Market Survey/Sources Sought Notice, the USACE Baltimore District intends to determine the extent of capable firms that are engaged in providing the services described hereunder. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. Therefore, the type of set-aside decision to be issued will depend upon the capabilities of the responses to this notice. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this notice. PROJECT DESCRIPTION: The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award CLEANING and VIDEO INSPECTION services for TIOGA DAM and MANSFIELD LEVEE SYSTEM in Pennsylvania. The proposed project will be a competitive, firm-fixed-price, contract procured in accordance with FAR Part 13, Request for Quote, Simplified Acquisition Procedures with Lowest Price Technically Acceptable. Tioga Dam and Mansfield Levee System are located in Tioga County, Pennsylvania, on the Tioga River within and between the boroughs of Tioga and Mansfield, PA. This project consists of: Three separate features of work (8-inch Tile Drain, Left Abutment Drain, and Right Abutment Drain) at Tioga Dam are covered within SOW for performing the camera video inspection and any associated cleaning as required. Site access to the manholes located on both left and right abutments of Tioga Dam are on steep slopes with vegetation and may require building temporary access routes. Utility lines for toe-drain, storm drain, and sanitary sewer drain will be camera video inspected at Mansfield Levee. Contractor will properly remove all sediment, rocks, debris, and vegetation from the features. Contractor will hire qualified dive crew to preform camera inspection and associated work. Government Supplied Materials: Features locations maps and Specifications excluding Site Access and Manholes Entrance temporary access routes. Project Assumptions: The Contractor is required to supply all labor, materials, equipment, and transportation to complete the work of the Government furnished plans and specifications. Contract Deliverable: Provide a completed project per the Government furnished plans and specifications. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZones), Small Disadvantaged Business (SDB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition within any given socioeconomic category of responsible contractors. Large businesses are not prohibited from submitting a response to this notice; however SB, Section 8(a), HUBZone, SDVOSB, SDB, VOSB, and WOSB are highly encouraged to participate. Responders should address ALL of the following in their submittal: The following criteria must be considered to ensure the ability to perform the proposed work: Company name, address, phone number, and email address for a point of contact. Company's CAGE to verify your business status as a qualified Small Business, Small Disadvantaged Business, Service-Disabled Veteran Owned SB (SDVOSB), Veteran Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZone), Certified 8(a) or Women- Owned Small Business (WOSB). Indicate the primary nature of your business. Percentage of work capable of being performed with your equipment. The Contractor must have access to equipment for the work they will perform (including purchase, delivery, and placement) and should describe the elements of work they would likely self-perform. Provide (2) examples of projects similar in size and scope within the past six (6) years directly performed by your company, dates of projects, project references (including owner with phone number and email address), floating plant, and final costs of completed projects. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work. Total submittal shall be no longer than 10 pages. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. This is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. In addition, this source sought notice is not to be considered as a commitment by the Government, nor will the Government pay for any information solicited or delivered. Interested parties who consider themselves qualified to perform the above-listed requirement are invited to submit a response to this Sources Sought Notice by 8:00 AM EDT 15 July 2024.
