This proposed procurement is a Competitive 8(a) Set-Aside: NAICS 236220 “Commercial and Institutional Building Construction” with a size standard of $45,000,000.00. Project Description: Building 1416 Renovation Project, Ft. Belvoir, Virginia The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award construction services for the renovation of Building 1416, Fort Belvoir, Virginia. The proposed project will be a competitive 8(a) Set-Aside, firm-fixed-price (FFP), design, build (DB), Invitation for Bid (IFB) procured in accordance with FAR Part 14 Sealed Bidding. The objective of this project is to renovate Building 1416, providing repairs to the building envelope, reconfiguring interior spaces and meeting accessibility requirements, and repairing or replacing, mechanical, electrical, lighting, plumbing, and fire protection systems to provide a facility with the necessary Vehicle Maintenance and Company Headquarters space required for the mission. This project will repair the failed and failing components of Building 1416, a facility constructed in 1953 as a General Instruction Building and now used as a general item repair shop, company headquarters building, organizational classroom, and warehouse. Building systems and components to be repaired include: heating, ventilation, and air conditioning (HVAC), plumbing, electrical distribution, fire alarm, and information technology systems, doors, windows, ceilings, floor coverings, interior partitions, crane, and interior and exterior finishes. Hazardous materials (HAZMAT) identified will be abated according to Federal and State requirements. The magnitude of construction is between $10,000,000.00 and $25,000,000.00. Construction duration is approximately 730 calendar days from Notice to Proceed. Additional information in accordance with the statement of work will be included in the Request for Proposal (RFP) package. This solicitation is expected to be issued on or about 21 July 2023. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of the SAM.gov system. To familiarize vendors with the system, please go to https://www.SAM.gov. The media through which the Government chooses to issue this solicitation will be the internet only. The solicitation will not be issued in paper format. Vendors must be registered with the System for Award Management (SAM) database to receive a Government Contract award.
