This is a pre-solicitation notice. The project will be announced as W912DR22R0003. Project Title: Repair by Replacement of Steam Sterilization Plant System, United States Army Medical Research Institute of Infectious Disease (USAMRIID), Fort Detrick, Frederick, Maryland. The proposed procurement is anticipated to be competed under Full and Open Competition as a Firm-Fixed Price, two (2)-phase Design-Build (DB) construction contract under NAICS code 236210, Industrial Building Construction. This code currently defines the Small Business size standard as $39.5M. The Small Business Administration is proposing to update this size standard definition. An amendment notifying firms of any change in the NAICS 236210 size standard will be issued for this solicitation should that determination be made during the solicitation period. The magnitude of construction is between $10M and $25M. Small Businesses are reminded that they must perform at least 20% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurements. PROJECT DESCRIPTION: The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award construction services for the Repair by Replacement of the Steam Sterilization Plant (SSP) System in an existing facility on Fort Detrick, in Frederick, Maryland to provide an Effluent Decontamination System (EDS) to thermally process effluent waste from an existing Bio-Safety Laboratory (BSL)-3 and -4 level. The solicitation will be provided in an electronic format, free of charge on or around 17 June 2022 on SAM.gov. Please note that all U.S. Army Corps of Engineers acquisitions are controlled unclassified documents. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. No phone or fax request for copy of the solicitation will be accepted. Submission of proposal packages can be submitted after the solicitation announcement.
