The project consists of construction of the Fourth Phase of a four phased project replacing an existing deteriorated taxiway without interrupting the airfield mission. This Phase will be aligned with Phase III “as built” conditions. The work includes the repair/replacement of existing taxiways pavements, shoulders, drainage, signage, lighting systems, duct banks, paint and markings, re-align taxiways, and temporary taxiways. The project scope also includes excavation, site preparation, striping, restoration of disturbed areas, storm water management features and mitigation measures, construction management services, airfield self-escorting plus all necessary and essential utilities and work to satisfy operation requirements associated with this project to include demolition. The contractor will be required to prepare at least two or maybe more “mix designs” to identify different sources of “fly ash” to ensure sufficient quantities to complete the project. The RFP for the construction contract will request the proposals to detail their plan to handle the approval requirements of the concrete mix design. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. Airfield pavements will be designed in accordance with UFC 3-260-01, Airport and Heliport Design, UFC 3-260-02, Pavement Design, and UFC 3-535-01, Visual Air Navigation Facilities.

Contracting Officer will examine whether the low bidder can meet the requirements of the solicitation by reviewing at least three (3) completed projects within six (6) years of the original date of the solicitation. Completed projects will include taxiway construction with comparable scope and complexity and have a minimum completion value of $25M that demonstrates runway/taxiway experience of at least ( 4) of the following elements: Airfield Paving (PCC) Airfield Lighting and Signage Installation Airfield Underground Utilities Active Flightline (24/7 operations) High Security Areas Experience working with FAA & Secret Service Self-Escort Support Temporary Taxiway Instrument Landing System (ILS) Ramp Freeze This will be considered definitive responsibility criterion. Bidders are not required to submit additional documentation related to this criterion at the time of bid. The Government will request supporting documents from the bidder anticipated to receive the award.
