The U.S. Army Corps of Engineers (USACE), Baltimore District (NAB), East Campus Integrated Program Office (ECIPO) issues this pre-solicitation notice for a firm-fixed price (FFP) design-build (DB) construction contract. This proposed procurement is Full and Open Competition (Unrestricted); NAICS 236220 "Commercial and Institutional Building Construction" with a size standard of $36,500,000.00. Project Description: The contract will include design and construction of a new 44,000 GSF warehouse facility that will be comprised of warehouse space, administrative space, a warehouse vault, hazardous material storage, loading docks restrooms, break room, and mechanical and electrical, secure and unsecure telecommunication spaces. The new facility is to be located at the current location of Building 9703 at Fort George G. Meade, Maryland. To facilitate construction, Building 9703 which is approximately 101,857 GSF will have to be demolished in its entirety. Additionally, the primary facility will be constructed as a Sensitive Compartmented Information Facility (SCIF) and will include core and shell structure and foundations; electrical/mechanical service and distribution components and systems; fire protection, alarm, and suppression; information technology, communications, and security systems support infrastructure; exterior finishes and weatherproofing. Interior build out will provide structural raised access floor systems, ceiling, recessed lighting, fire rated interior partitions, storage and manufacturing space. Supporting Facilities include site preparation and infrastructure improvements, utility services and distribution systems and demolition of existing facilities and site features. Site preparation work will include standard clearing, grubbing, cut, fill, and grading, storm water management in accordance with Maryland environmental site design, and environmental remediation measures. This project shall be designed in accordance with the Unified Facilities Criteria (UFC) design standards, Antiterrorism/Force Protection (AT/FP) standards, latest Facilities Criteria (FC), and the NSAW 2015 Installation Design Guidelines (IDG), DODD 5134.08, DOD 5200.08-R Physical Security Program. The magnitude of construction is between $25,000,000.00 and $100,000,000.00. Construction duration is approximately 790 calendar days from notice to proceed (NTP). Additional information in accordance with the statement of work will be included in the request for proposal (RFP) package. This will be a Two Phase Design-Build contract utilizing the best value tradeoff process. An award will be made to the offeror whose proposal is determined to be the best value to the Government considering the evaluation factors. It is anticipated that Phase I will be released on or about March 15, 2019 with proposals due on or about April 15, 2019. Phase I of the solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Business Opportunities (FBO) System. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. Phase II of the solicitation will only be available to those offerors selected to advance to Phase II.
