The U.S. Army Corps of Engineers Kansas City District, on behalf of AFCEC, is seeking a construction contractor to build new Over the Horizon Radar (OTHR) infrastructure in Oregon. The project will use a Construction Manager at Risk (CMAR) delivery method. This approach emphasizes early collaboration with the Government and the Government’s AE DOR, qualifications-based selection of the Construction Manager, open-book pricing, and shared risk management.
