The U.S Army Corps of Engineers Kansas City District (NWK) intends to issue a Design-Bid-Build construction solicitation award for an Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC). This award will be for Operations and Maintenance, Army (OMA) work involving roof repair/replacement on 167 buildings located at Fort Riley, Kansas 66442. The scope of the work includes, but is not limited to furnishing all plant, labor, equipment, materials, and transportation and performing all required work in accordance with the plans and specifications for replacement and repair of asphalt shingle, built-up asphalt, styrene butadiene-styrene modified bituminous (mod bit), ethylene-propylene-diene-monomer (EPDM), polyvinyl-chloride (PVC), thermoplastic-polyolefin (TPO), and architectural and structural metal panel roofs. Other needs may be identified as the underlying buildings undergo repairs or renovations due to life cycle needs or building purpose changes. Currently no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. Currently no organized site visit is planned for this solicitation. If the government decides to schedule a site visit, the details will be included in the solicitation. The solicitation will be issued as a Request for Proposal (RFP), and evaluated according to FAR 15, using trade-off source selection with non-price technical factors. The Government proposes to issue an IDIQ SATOC that has one base year and four option CLINs with a total period of performance (POP) from 01 March 2024 to 28 February 2029. The maximum value of the IDIQ contract will not exceed $30M, single task order will not exceed $10M. Task orders will be awarded as individual projects are identified. Notice is given that it has been determined a consolidation of contract requirements is necessary and justified for this action. The determination will be published with the solicitation We anticipate release of the solicitation within the next 45 days. To ensure you do not miss this notice we recommend contractors register as interested vendors. If you register as an interested vendor, you will be automatically notified if there are any changes made regarding tis notice, including when the actual solicitation is posted. The solicitation will be available on or about 15 December 2023 and proposals will be due approximately 30 days later. The solicitation, including any amendments, shall establish the official opening and closing dates and times. The North American Industry Classification System (NAICS) Code for this project is 238160-Roofing Contractors, with a Small Business Size Standard of $19M. This solicitation is being issued as 100% small business set-aside. In accordance with FAR Part 19, and in coordination with the Small Business Administration (SBA), all responsible Small Business sources may submit a proposal, which will be considered by the agency.
