The U.S. Army Corps of Engineers, Kansas City District (NWK) intends to solicit and award a Design-Bid-Build (DBB), Single Award Task Order Contract (SATOC), for Exterior Painting, on Fort Riley, Kansas. The SATOC duration will consist of a one (1) year base and four (4) one year option periods. The Government proposes to issue a firm fixed price type contract for this project. Task Orders will be issued in accordance with DFARS 216.504 at the Governments option. As requirements develop, Request for Proposals (RFP) for projects will be issued for each task order. This SATOC is not to exceed $9M capacity. This requirement will be a 100% Small Business (SB) set aside that is competitively negotiated, using informal source selection procedures. The NAICS classification is 238320, Painting and Wall Covering contractors; the size standard is $19M. One Firm Fixed Price (FFP), Single Award Task Order Contract (SATOC), Design-Bid- Build contract will be awarded to the best overall proposal that is determined to be the “Best Value” to the Government. The scope of this Design-Bid-Build (DBB) contract consists of furnishing all plant, labor, equipment, materials, transportation and performing all required work in accordance with the plans and specifications for repair and replacement of exterior building surfaces and components, surface preparation, and painting. Projects will be located at Fort Riley, Kansas in Riley, and Geary Counties. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. At this time, no organized site visit is planned for this solicitation. If the government decides to schedule a site visit, the details will be included in the solicitation. Bid bond will be required with your proposal in the amount of 20% of the offeror proposed price or $3,000,000.00 whichever is less. Payment Bond will be required for the full amount (100%) of the awarded task order before the Notice to Proceed can be issued. Proposals will be due on the day and time specified in the solicitation. The Kansas City, U.S. Corps of Engineers (USACE) is seeking qualified Small Businesses that primarily perform work in the NAICS classification of 238320, Painting and Wall Covering Contractors. The applicable size standard is $19M average annual gross receipts for the preceding three fiscal years. Specifically, we are searching for painting companies to paint previously painted exterior structures located at Ft. Riley, Kansas. The Contracting Officer anticipates that contractors will self-perform a minimum of 30% of the contract value. Responses to this sources sought synopsis will be used to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, and if the Government plans to proceed with the acquisition, a solicitation announcement will be published through the Procurement Integrated Enterprise Environment (PIEE). Responses to this sources sought are not an adequate response to the solicitation announcement. There is no bid package or solicitation currently. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The scope consists of furnishing all plant, labor, equipment, materials, and transportation and performing all required work in accordance with plans and specifications to prepare and paint previously painted exterior surfaces of buildings, overhead protection canopies, and fuel/oil storage tanks. Surface preparation will include power washing, priming, and replacement of deteriorated calking and sealant as necessary. Projects will be located at Fort Riley, Kansas in Riley and Geary Counties. This five-year requirement is estimated not to exceed $2 Million annually with task orders (projects) ranging from approximately $20,000 to $350,000. Firms must demonstrate qualifications, relevant experience, bonding, and satisfactory or higher past performance.
