The U.S. Army Corps of Engineers, Kansas City District intends to solicit and award a Design-Bid-Build (DBB) contract for the Renovation of Building 275 at Fort Leavenworth, Kansas. The Government proposes to issue a firm fixed price type contract for this project. The requirement is an Unrestricted/Full and Open competitive acquisition; both small and large businesses are eligible to respond. This solicitation will use a Single Phase Design-Bid-Build procurement methodology and a Firm Fixed Price award. The scope of this Design-Bid-Build (DBB) contract is for the whole building renovation of historic building 275 and connected building 259, Trolley Station, with historic restoration for interior and exterior aspects of the building. All systems will be replaced: mechanical, electrical, communications, security, fire, and life safety. Architectural revisions to improve layout and update interiors. Replace windows to match historic look meeting current anti-terrorism/force protection standards. Repairs needed to exterior include masonry, roofing, and similar. Reconfiguration of parking area and ancillary utility work in support of the renovation. Building 275 is a contributing structure to the Fort Leavenworth National Landmark Historic District; all work will be done in accordance with the Secretary of the Interior Standards for Historic Preservation. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. At this time, no organized site visit is planned for this solicitation. If the government decides to schedule a site visit, the details will be included in the solicitation. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $10,000,000.00 and $25,000,000.00. This solicitation will be issued as a Request for Proposals (RFP), full and open to all businesses. Submission requirements and evaluation procedures will be detailed in the solicitation. The RFP will result in the award of a single firm fixed price (FFP) construction contract. The estimated performance period for completion of construction is 720 calendar days from Notice to Proceed (NTP). Bid bond will be required with your proposal in the amount of 20% of the offeror proposed price or $3,000,000.00 whichever is less. Payment Bond will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued. Proposals will be due on the day and time specified in the solicitation. We anticipate release of the solicitation within the next 45 days, to ensure you do not miss this notice we recommend contractors register as interested vendors. If you register as an interested vendor, you will be automatically notified if there are any changes made regarding this notice, including when the actual solicitation is posted. The solicitation will be available on or about 15 June 2023 and bids will be due approximately 30 days later. The solicitation, including any amendments, shall establish the official opening and closing dates and times. ACQUISITION STRATEGY The Government anticipates a 540-calendar day firm fixed price type contract for this project. The requirement will consist of all aspects of renovation to buildings 275 and 259. This requirement will include construction scheduling. The anticipated award of this contract will be on or before September 30, 2023. The magnitude of this project is between $10,000,000 and $25,000,000. The applicable North American Industrial Classification System (NAICS) codes and applicable size standards include but are not limited to: Commercial and Institutional Building Construction 236220, and $45M. Include details showing similarity to scope of buildings 275/259; Indication of how long the services took to complete from start to finish; Name, address, point of contact and phone number of customer organization for which the work was done. Compliance with Secretary of the Interior Standards for historic renovation experience. Contractor may submit examples of work done by a subcontractor, if that subcontractor intends to enter into a letter of commitment with the contractor. The response must be specific to the qualifications listed above to show that the respondent is qualified and possesses the necessary skills, experience, and capabilities. If a response does not clearly demonstrate that the respondent meets the qualifications, possess the necessary skills, experience, and capability the response will not be considered as confirmed capability for the purposes of market research which will be used to support procurement planning initiatives.
