The U.S. Army Corps of Engineers, Kansas City District, has a need to establish blanket purchase agreements that enable its Stockton Lake Project Office and Truman Lake Project Office to place orders for rentals of cranes and associated equipment. Other project offices in the Kansas City District may also place orders under the BPAs. The equipment will be a repetitive need over a long period of time. The following questions have been received about this solicitation and are answered as follows: Question: Will there be a need for rough terrain cranes under the agreements awarded in this solicitation? Answer: No. Rough terrain cranes are not currently anticipated to be needed. However, as stated in the solicitation, offerors are free to include additional items in their Price List that are not specifically listed in the sample equipment list, if they wish to do so. Question: Do offerors need to submit additional equipment in their Price List beyond those items listed as sample equipment in the solicitation? If so, are there specific additional items the Government is interested in? Answer: No. Offerors are free to include additional equipment in their submitted Price List, but it is not a requirement. No specific additional items are being requested. Question: When the Government needs to rent equipment under the blanket purchase agreement(s), how much notice will be given? Will there be sufficient time for a contractor to mobilize if they are located outside the Kansas City District? Answer: The amount of notice or lead time will vary based on the circumstances. Based on past experience, it generally runs from several days to a few weeks. In certain circumstances when an unplanned need arises, the Government may need to rent equipment on a few hours’ notice. Note that the BPAs awarded under this solicitation will include the Limitations on Subcontracting clause (FAR 52.219-14).
