The US Army Corps of Engineers, Kansas City District, intends to issue a Request for Proposal (RFP) solicitation for Roofing Services to replace roofing at the Rathbun Lake Project in Appanoose County, Iowa. The work includes replacement of roofing, removal of abandoned solar cells and skylights. The proposals will be evaluated in accordance with FAR Part 15 and FAR Part 36. In accordance with FAR 36.204(c) and DFARS 236.204(iii), the estimate magnitude if this construction project is: Between $100,000.00 and $250,000.00. This procurement is a 100% Small Business Set Aside utilizing the North American Industry Classification System (NAICS) Code 238160 – Roofing Contractors. The estimate performance period for completion of construction is 365 calendar days from the Notice to Proceed (NTP). At this time, no Pre-Solicitation Conference is planned for this solicitation. If the Government does elect to hold a Pre-Solicitation Conference, the Pre-Solicitation Announcement will be modified accordingly. There will be an organized site visit planned for this solicitation. The details will be included in the solicitation. Bonding requirements: The following clauses will apply if the offer price exceeds the mandate threshold: 52.228-1 -- Bid Guarantee – when the estimated or actual value of the offer exceeds $150,000.00. 52.228-13 -- Alternative Payment Protections – when the estimated or actual value of the offer exceeds $35,000 but does not exceed $150,000. 52.228-15 -- Performance and Payment Bonds -- Construction – when the estimated or actual value of the offer exceeds $150,000.00. Offers will be due the day and time specified in the solicitation. The solicitation is expected to be available within the next 90 days. Offerors are responsible for checking the SAM.gov website frequently for any update(s) or questions and answers to the solicitation. Prior to submitting a bid, interested Offerors must have an active registration in the System for Award Management (SAM) database.
