The United States Army Corps of Engineers (USACE), Kansas City District (NWK), intends to issue a solicitation for Whole Building Renovation Services for Building 404 at Fort Riley, Kansas. The requirement is an Unrestricted/Full and Open competitive acquisition; both small and large businesses are eligible to respond. This solicitation will use a 2 Phase Design-Build procurement methodology as described in FAR Part 36.3 and will result in a Firm Fixed Price award. The general scope of work is to perform renovation work on barracks Building 404. The Government intends to award one Design-Build (DB) Firm-Fixed-Price (FFP) contract. This includes whole building renovation of historic barracks with associated historic restoration for certain exterior aspects of the building. All systems will be replaced: mechanical; electrical; communications; security; fire and life safety. Architectural gut to revise layout to meet current barracks 4 plus 2 standards for E-1s thru E-5s. Historic wood windows to be repaired. Repairs needed to exterior include limestone masonry patching/repairs, repointing, concrete spall repairs, and similar. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the Government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. At this time, no organized site visit is planned for this solicitation. If the Government does schedule a site visit, the details will be included in the solicitation. In accordance with Federal Acquisition Regulations (FAR) 36.204 and Defense Federal Acquisition Regulations Supplements (DFARS) 236.204, the estimated magnitude of this construction project is: Between $5,000,000.00 and $10,000,000.00. The estimated performance period for completion of construction is 540 calendar days from Notice to Proceed (NTP). A solicitation will be available on or about March 22, 2021 and proposals will be due on or about April 21, 2021. The solicitation, including any amendments, shall establish the official opening and closing dates and times. The North American Industry Classification System (NAICS) Code for this project is 236220, with a size standard of $39,500,000.00. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed the size standard stated above. This solicitation is planned to be issued unrestricted, and full and open to all qualified business firms. Small business firms are encouraged to form partnerships with large business firms or with other small businesses to participate in this solicitation.
