The U.S. Army Corps of Engineers, Kansas City District, intends to issue an Request for Quote (RFQ) solicitation for Construction Services for the Perry Lake Concrete Work Project at Perry Lake, Kansas. The “RFQ” will result in the award of a single firm fixed price (FFP) construction contract. The general scope of work includes but is not limited to: The Perry Lake Project has recently removed the outdated wooden vault toilet and shower house facilities located at multiple parks on the project. They have been replaced with American with Disabilities Act (ADA) compliant pre-cast facilities. This procurement consist of construction services that require earthwork in the form of grading, demolition of existing concrete, as well as the installation of ADA compliant concrete approach ramps and pads at the four (4) facilities with the possibility of additional concrete work at the project office. Additional requirements include earthwork in the form moving rock for shoreline protection, filling voids underneath the boat ramp and installing curb and concrete flatwork. This project will be advertised as 100% Small Business set-aside. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $25,000 and $100,000.00. An organized site visit is planned for this solicitation. Details of any planed site-visit will be included in the solicitation. If there is any change to the scheduled site visit, the correct time and location will be included in the solicitation, or amendments as applicable. At this time, no option CLINS have been identified for this project. If the price schedule is changed to include options prior to the release of the solicitation, the pre-solicitation announcement will be modified. If the price schedule is changed to include options after release of the solicitation, the solicitation will be amended accordingly. The estimated performance period for completion of construction is 120 calendar days from Notice to Proceed (NTP). No Bid Bonds will be required for this procurement. This procurement is a competitive Small Business set-aside utilizing the North American Industry Classification System (NAICS) Code 238110-Poured Concrete and Structure Contractors. Offerors are responsible for checking the beta.sam.gov Contracting Opportunities website frequently for any update(s) or questions and answers to the Solicitation. The website is occasionally inaccessible due to maintenance. Any amendments will be available through beta.sam.gov. The government is not responsible for any loss of internet connectivity or for an offeror's inability to access the document at the referenced website. Prior to submitting an offer, interested offerors must have an active registration in the System for Award Management (SAM) database. Proposals from contractors without an active SAM registration will not be considered for award. Firms can register via the SAM internet website at https://www.sam.gov/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. SAM.GOV registration is free of charge. This will normally be the only method of distributing amendments prior to closing; therefore, it is the Offeror's responsibility to check the website periodically for any amendments to the solicitation. The solicitation will be posted on or around July 1, 2021.
