The general scope of the requirements will be furnishing all labor, equipment, materials, and transportation and performing all required work in accordance with the plans and specifications for the complete renovation of BLDG 46 located at Fort Leavenworth Kansas. This project provides for a two-story historic building renovation to Building 46 Fort Leavenworth, Kansas. This historic building was originally constructed in 1882 and served as a men’s barracks. Various renovations have occurred from 1930 to an extensive renovation in 2005. This current renovation will provide administrative space. The intent of this renovation is to create a modern and comfortable workspace while maintaining the existing character of the building. This project will be LEED Silver Certified. This renovation will include private and open office administration areas, army team room, air force team room, vestibule, lobby, men and women restrooms 1st and 2nd floors, nursing mother’s room, break rooms, janitorial space, storage space, mechanical rooms, and communications spaces. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. This solicitation will be issued as a Request for Proposal (RFP) set aside for Total Small Businesses. The solicitation, including any amendments, shall establish the official proposal due date. The NAICS code is 236220 (Commercial and Institutional Building Construction), with a small business size standard of $39.5 Million in average annual receipts. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $5,000,000 and $10,000,000. The Government will evaluate the performance capability of offerors in accordance with the criteria described in the solicitation. The solicitation will include a detailed list of Evaluation Factors and will provide instructions for Proposal Submission Requirements and the Basis for Award. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.2 source selection procedures.
