The U.S. Army Corps of Engineers, Kansas City District, intends to issue a solicitation to perform renovations for Building 223 located at Fort Riley, Kansas, in Geary County. The requirement is an Unrestricted/Full and Open competitive acquisition; both small and large businesses are eligible to respond. This solicitation will use a Two Phase Design-Build procurement methodology as described in FAR PART 36.3 and will result in a Firm Fixed Price Contract Award. The general scope of the requirements will be furnishing all labor, equipment, materials, and transportation and performing all required work in accordance with the plans and specifications for a whole building renovation of historic barracks with associated historic restoration for certain exterior aspects of the building. All systems will be replaced: mechanical; electrical; communications; security; fire and life safety. Architectural gut to revise layout to meet current barracks standards for E-1 thru E-5s. Replace windows to match historic look meeting current anti-terrorism/force protection standards. Repairs needed to exterior include limestone masonry patching/repairs, repointing, concrete spall repairs, and similar. Some foundation waterproofing and repair of grading/storm drain on north side of building. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. At this time, no organized site visit is planned for this solicitation. If the government does schedule a site visit, the details will be included in the solicitation. This solicitation will be issued as a Request for Proposal (RFP) on an unrestricted basis. The estimated performance period for completion of construction is 730 calendar days from the issuance of the Notice to Proceed (NTP). This solicitation will be available on or about June 26, 2020. The solicitation, including any amendments, shall establish the official proposal due date. The NAICS code is 236220 (Commercial and Institutional Building Construction), with a small business size standard of $39.5 Million in average annual receipts. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $10,000,000 and $25,000,000. Small Business Concerns are strongly encouraged to consider Joint Ventures, Mentor-Protégée Agreements, Small Business Consortiums, and other innovative Teaming arrangements in order to leverage and/or consolidate bonding and financial capacities. The Government will evaluate the performance capability of offerors in accordance with the criteria described in the solicitation. The solicitation will include a detailed list of Evaluation Factors and will provide instructions for Proposal Submission Requirements and the Basis for Award. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.2 source selection procedures.
