This is the offical Invitation for Bid (IFB) / Solicitation for Construction Activities for road repairs of asphalt and concrete pavement and roadside improvements due to damages sustained during the 2019 flood events. The work covered by this contract consist of furnishing all equipment, labor, operators, supervision/site superintendent, quality control, supplies, materials, and incidentals necessary to satisfactorily perform and provide construction to potentially include, but not limited to repairing roadways, parking lots, boat ramp maneuver areas and incidental construction at Harry S. Truman Lake Project, Pomme de Terre Lake Project and Stockton Lake Project. Repairs consist of grading, placing new slope protection aggregate, shouldering, hot mix asphalt patching, hot mix asphalt overlays, chip seal, surface sealing, concrete pavement replacement, and pavement markings.

The U.S. Army Corps of Engineers, Kansas City District, intends to issue an Invitation for Bid (IFB) solicitation for Construction Activities for road repairs of asphalt and concrete pavement and roadside improvements due to damages sustained during the 2019 flood events. The work covered by this contract consist of furnishing all equipment, labor, operators, supervision/site superintendent, quality control, supplies, materials, and incidentals necessary to satisfactorily perform and provide construction to potentially include, but not limited to repairing roadways, parking lots, boat ramp maneuver areas and incidental construction at Harry S. Truman Lake Project, Pomme de Terre Lake Project and Stockton Lake Project. It will be evaluated in accordance to FAR 14.1. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the Government does elect to hold a Pre-Solicitation Conference, the Pre-Solicitation Announcement will be modified accordingly. In accordance with FAR 36.204 and DFARS 236.204, the estimate magnitude if this construction project is: Between $1,000,000 and $2,000,000 The estimate performance period for completion of construction is TBD calendar days from the Notice to Proceed (NTP). There will be an organized site visit planned for this solicitation. The details will be included in the solicitation. Bid Bonds shall be in the amount of 20% of the bid price or $3,000,000.00, whichever is lesser of the two values. Payment and Performance Bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued. This procurement is a competitive small business set aside utilizing the North American Industry Classification System (NAICS) Code 237990 (Other Heavy and Civil Engineering Construction). Bids will be due the day and time specified in the solicitation. The solicitation will be available on or about 01 July2020. Prior to submitting a bid, interested offerors must have an active registration in the System for Award Management (SAM) database. Bids from contractors without an active SAM registration will not be considered for award. Firms can register via the SAM internet website at https://www.sam.gov/SAM/. This will normally be the only method of distributing amendments prior to closing; therefore, it is the Offeror's responsibility to check the website periodically for any amendments to the solicitation.
