Army Corps of Engineers, Kansas City District, intends to issue a solicitation for a Firm Fixed Price (FFP) Construction contract for Swope Park Levee construction. The project is located on a 50 acre site on the left descending bank of the Blue River, which drains a highly urbanized 272 square-mile area. Within the corporate limits of Kansas City, Missouri, the industrial park is centered on 75th Street Terrace and bounded by Union Pacific Railroad tracks to the west and the Blue River channel to the north, south and east. The solicitation will be available on or about 6 March 2019, on the FedBizOps website at www.fbo.gov. The Bids will be due approximately 30 days later. The solicitation, including any amendments, shall establish the official opening and closing dates and times. General Scope of Work: The work includes but is not limited to the construction of flood walls, earthen levees, interior stormwater piping, lift station and utility relocation, tributary channel realignment and bank stabilization and detention pond with gatewell. The work involves clearing and grubbing, large stone placement, earthwork, stormwater pipe installation, levee construction, floodwall construction and supporting work. This solicitation will be issued as an Invitation for Bid (IFB) which will result in the award of a single FFP construction contract. The estimated performance period for completion of construction project will be noted in the actual solicitation. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the Government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. A site visit will be conducted on 15 March 2019. Time, exact location and point of contact information will be provided in the solicitation. The estimated magnitude of this project is between $10,000,000 and $25,000,000. The North American Industry Classification System (NAICS) code for this project is 237990 - Other Heavy and Civil Engineering Construction; Small Business Size Standard: $36.5 Million. This solicitation will be issued as a 100% Small Business set-aside. In accordance with FAR Part 19, and in coordination with the Small Business Administration (SBA), all responsible Small Business sources may submit a bid, which will be considered by the agency. Bids received in response to this solicitation will be evaluated in accordance with Federal Acquisition Regulations (FAR) Part 14.
