This notice is not a solicitation and there will not be a Request for Proposal (RFP) issued at this time. This notice is a market research tool to determine the availability of qualified Small Business sources. The Kansas City, Corps of Engineers is seeking qualified Small Business (SB) that primarily perform work under the North American Industry Classification System (NAICS) 332911 – “Industrial Valve Manufacturing and 811310 – “Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance”. The applicable size standard is 500 employees. Work will be in Harlan County, Nebraska. The period of performance will be approximately 550 Calendar days to complete requirement with a magnitude between $500,000 and $1,200,000. If a solicitation is issued, it will be announced/posted on SAM.gov website with sufficient time for all interested parties to respond accordingly. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Description of Construction Requirement: Counterbalance valves will be installed on all emergency gate cylinders: Counterbalance valves were omitted from the emergency gates with the original design. Counterbalance valves are necessary for safe gate lowering and to prevent air from entering the system when the cylinder piston falls faster than the pumps can supply hydraulic oil. All four-way control valves will be rebuilt or replaced: The cylinders share a common control valve for the emergency and service gates per pair. The four-way control valves are detent type and are showing signs of failure that is affecting operation. Proper positioning of the control valve in the neutral position is critical for activating the service gate cylinder holding device which prevents the gates from drifting closed during scheduled water releases. Install ball valves to isolate each of the four-way control valves: The hydraulic cylinders are configured so that if any of the four-way control valves are removed for service or become damaged and cannot fully close the pressurized line inside the spool, then the entire system of nine sluiceways will be out of service. During refurbishment or replacement of the control valves is an opportune time to install ball type shutoff valves on both the pressure and tank lines for each set of gates. This will ensure that the remaining gates are fully functional for releases if one of the controls fails or needs to be removed for maintenance (replacement would need to drain ~1/4mile of pipe). Fabricate 50 replacement shear pins for gate hangers and reinstall all gate hangers to the emergency gates: The original design specifications called for the use of gate hangers above the emergency gate cylinders. These ensure that the emergency gates remain the fully open position during scheduled releases. The hangers were taken out of service which opens up the potential for the emergency gates to drift. Re-iterate the gate closing procedures for the emergency gates once the hangers are re- installed. Replace all hydraulic supply/return piping (approx. 1000-ft) and repaint entire pipe system to include lead-based paint abatement: The piping system was spot painted during the most recent service contract for the sluice gates approximately four years ago. Severe pitting can be seen on the 1-1/2 inch pipe coming from the four-way valve to the individual cylinders. Pitting is approximately 1/8 inch deep in some areas. The pipe is schedule 80 with a wall thickness of 0.200 inches meaning that the pitting is over 50% penetrated in some places. The system is rated at 1000 psi and with the extreme amount of cavitation that the pipes experience the system is entering a lack of faith condition. Responses: After reviewing the responses to this notice a decision will be made on the appropriate procurement decision, to acquire the necessary skill sets to complete requirements. If the Government plans to proceed with the acquisition, a solicitation announcement will be published on SAM.gov. No telephone calls will be accepted requesting a bid package or solicitation. Currently, there is no bid package or solicitation. Project Location (Geographical Area): Harlan County Dam is in south central Nebraska, near Alma and Republican City, Nebraska, in Harlan County zip code 68971. The Dam is on the Republican River, approximately 220 river miles upstream from its confluence with the Smoky Hill River, where the Kansas River begins at Junction City, KS. The dam site is approximately 243 miles from Omaha, Nebraska and 330 miles from Kansas City, Missouri. Submission Requirements: 1. Offeror's name, address, point of contact, phone number, and e-mail address. 2. Firm's DUNS number and Cage Code Number. 3. Offeror's interest in providing a proposal if a solicitation is issued. 4. Offeror's capability to perform a contract of this magnitude and complexity. 5. Offeror's type of business and business size under NAICS Codes 332911 & 811310. 6. If offeror used a different NAICS Code to classify this work what is the NAICS Code and business size for that NAICS Code? 7. Offeror's Joint Venture information, existing and potential, if applicable. 8. Contractor may submit examples of work done by a subcontractor if that subcontractor intends to enter a letter of commitment with the contractor. 9. The Contractor shall submit documentation of three successfully completed projects from within the last 10-years, involving fluid power systems of similar size and scope. Provide scope summary of project including schedule and magnitude of cost. 10. Provide resumes for the lead personnel including the foreman, pipefitter, welder, and project manager showing a minimum of three years of experience with construction or rehabilitation of fluid power systems as proposed like this contract demonstrating competency and experience to perform the scope of work. 11. However, the information will be utilized for technical and acquisition planning. If adequate responses are not received from small business, the acquisition may be solicited as unrestricted. All data received in response to this Sources Sought announcement marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Since this is a source’s sought announcement, no debrief, evaluation letters, or results will be provided to the participants.
